About USAID Project:
RTI’s International Education
Division is supporting education development around the world by strengthening
education policy, management and practice in order to achieve measurable
improvement in teaching and learning. From our well-established reputation in
education system strengthening, to innovative work in early grade assessment
and learning, RTI is improving education quality, relevance and efficiency through
implementation of projects funded by USAID, DFID, Australian Aid and other
donors and clients. The International Education Division will implement an
anticipated USAID-funded five-year cooperative agreement to address literacy
and retention issues in 28 districts in Uganda.
Job Summary: The Chief
of Party (COP) for the USAID Project will provide leadership in the design,
management, implementation and overall quality assurance of the project.  In this role, a successful candidate will be
RTI’s primary point of contact with the project funder and national government
counterpart agency, collaborating extensively and meaningfully with government
counterparts and providing high-level support for effective local capacity
building.
Key Duties and Responsibilities: 
  • Manages a large, complex program to improve the
    reading skills and retention rates of primary level students in Uganda,
    through the scale-up of the EGR methodology approved by the MoES.
  • Responsible for project development from inception to
    deployment.
  • Plans, organizes, and supervises the overall
    activities under the project.
  • Oversees project management and configuration,
    technical work, scheduling, and managing costs associated with the
    project.
  • Ensures that all activities conform to the terms and conditions
    of project requirements, including cost, schedule and quality parameters.
  • Regularly interfaces with clients, conferring with
    USAID management on strategic issues to maximize impact and scale,
    minimize costs, and maximize efficiency and sustainability in achieving
    project requirements.
  • Manages and controls funds and other resources for
    the project and associated sub-contracts and grants under contract as
    required.
  • Prepares status reports, budget information and other
    documentation as needed.
  • Steers the project in coordination among USAID and
    key stakeholders, and other implementing partners.
Qualifications, Skills and Experience: 
  • The applicant should hold a Ph.D. or Ed.D. and have technical
    familiarity with early grade reading preferred.
  • A minimum of ten or more years of relevant activity
    management and supervisor experience with strong knowledge of US
    government policies, regulations, procedures, and documentation.
  • Proven experience in relevant technical fields such
    as educational policy, planning, curriculum development and teacher
    professional development.
  • Demonstrated team player with visionary leadership
    and demonstration of professional accomplishments.
  • Excellent managerial and operational experience,
    preferably in managing large donor projects involving coordination with
    multiple implementing partners or institutions in Uganda or the Region.
  • A high level of technical and analytical skills
    relevant to this activity.
  • Significant experience managing and mitigating fraud
    and corruption issues preferred.
