RTI’s International Education
Division is supporting education development around the world by strengthening
education policy, management and practice in order to achieve measurable
improvement in teaching and learning. From our well-established reputation in
education system strengthening, to innovative work in early grade assessment
and learning, RTI is improving education quality, relevance and efficiency
through implementation of projects funded by USAID, DFID, Australian Aid and
other donors and clients. The International Education Division will implement
an anticipated USAID-funded five-year cooperative agreement to address literacy
and retention issues in 28 districts in Uganda.
Job Summary: The
Community Engagement Specialist will be coordinating project activities related
to improving retention in primary grades by promoting a safer learning
environment and improving classroom and school management within the target
districts.
Key Duties and Responsibilities: 
  • Steers
    the execution of a rapid assessment to identify the most important causes
    of primary students “dropping out” focusing on critical vulnerabilities
    for children at schools.
  • Implements
    approaches to classroom management practices that will create a safer
    learning environment and improve retention.
  • Implements
    innovative and culturally appropriate approaches to equip students with
    skills to protect themselves from abuse and violence.
  • Mentors
    and trains School Management Committees, teachers, parents, community
    members, and students to advocate and work for retention, child protection
    and against violence in and around schools.
  • Offers
    training, support supervision, role modeling, and mentoring to teachers
    regarding retention, child protection, and violence.
  • Implements
    community based approaches to promote accountability for students’ safety
    and to improve retention.
  • Works
    closely with appropriate authorities and other USG implementing partners
    to support referrals to protective and health services.
Qualifications, Skills and Experience: 
  • The
    applicant should hold a master’s degree or higher in education, social
    work, or a related field.
  • At
    least nine years of relevant field experience in educational development,
    with specific experience in working directly with community actors
    including School Management Committees, parents, teachers, students,
    community-based organizations and other stakeholders to improve retention
    in schools.
  • Significant
    experience using social mobilization approaches at multiple levels
    (national, district, community, school, and individual) preferred.
  • Prior
    experience working on USAID projects in a similar capacity preferred.
  • Strong
    oral/written communication skills.
  • Fluency
    in written and spoken English required.
