About NCHE:
The National Council for Higher
Education (NCHE) was established under “The Universities and Other
Tertiary Institutions Act, 2001” for regulating and guiding the establishment
and management of institutions of higher learning, regulating the quality of
higher education, equating of qualifications and for advising government on
higher education issues.
Key Duties and Responsibilities:  
  • Carries
    out the day-to-day activities of licensing and accreditation of OTIs
  • Works
    on the applications for the establishments of OTIs in Uganda
  • Supports
    the Senior Higher Education Officer on matters of accreditation of
    programmes taught in OTIs in Uganda
  • Supports
    in conducting research activities and publications in reputable journals,
    internationally recognized conference proceedings and other Policy Bodies
  • Supports
    the Senior Higher Education Officer to organize awareness workshops to
    inform OTIs on the emerging issues regarding licensing and accreditation
    procedures of OTIs
  • Assists
    the SHEO in preparing disseminative reports (visitations, inspections etc)
    for the PHEO OTIs
  • Performs
    any other duties that may be assigned from time-to-time by the superiors
Key Performance Indicators:
  • Work
    activity plans;
  • Evaluation
    reports showing targets achieved;
  • Documented
    developmental strategies;
  • Effectively
    implemented quality testing mechanisms to ensure universities and Other
    Tertiary Institutions meet the minimum standards;
  • Periodic
    unit reports.
Qualifications, Skills and Experience: 
  • The
    applicants should preferably hold a Masters’ degree in a relevant
    discipline from a recognized University;
  • The
    incumbent must have taught in a Tertiary Institution for at least two
    years at the level of a Tutor and above or must have been a Higher
    Education Official in a Government Department or Regulatory Body for 2
    years;
  • Highly
    ICT literate;
  • Working
    knowledge of Project Management is desirable;
  • Knowledge
    of International Standard organizations (ISO) is desirable.
