Job Summary: The job holder will be responsible
for the development and implementation of a comprehensive Management
Information System (MIS) and Monitoring System for the Agricultural and Rural
Finance (AGRUFIN) Programme. The incumbent will also technically support Monitoring
and Evaluation (M&E) activities of selected partners of the AGRUFIN
Programme. He /she will also carry out evaluations of selected programme
activities.
Key Duties and Responsibilities: 
1. Develop a
MIS:
Set up a
MIS, for the programme, which allows it to steer and monitor the operational
plans of all programme components.
2. Develop a
Monitoring System:
  • Develop together with the programme management a
    systematic monitoring strategy consisting of impact monitoring, activity
    monitoring and expenditure monitoring
  • Work with Programme Components to develop Component- specific
    monitoring sub-systems
  • Integrate single monitoring components into a
    comprehensive programme wide monitoring system
3. Collect
and analyse monitoring data on an ongoing basis:
Support programme components to
collect data related to the component indicators on an ongoing basis.
4. Support
programme components and partners to conduct baseline surveys
  • Collect and analyse monitoring data and summarize
    findings in monitoring reports
  • Feed programme monitoring data in relevant GIZ
    (monitoring) systems
5. Build
internal and external capacity to integrate M&E into supported activities
  • Build the capacity of AGRUFIN staff to monitor
    programme activities and integrate evaluations into selected activities.
  • Technically support partner organisations in
    integrating M&E into activities supported by the AGRUFIN programme.
6. Evaluations
of selected activities:
Manage/support evaluations of selected programme
activities (e.g. pilot activities of specific work streams).
7. Communication:
  • Actively communicate M&E results to the programme
    management
  • Support the focal point for communication in drafting
    publications on programme activities for the public
  • Support drafting reports for the German Ministry for
    Cooperation and Development and other Development Partners who fund
    programme activities
  • Develop and maintain contact with all important
    stakeholders
  • Perform other duties and tasks at the request of
    management
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a University
    degree in Economics, Politics, Agriculture or related fields
  • A minimum of three or more years of professional
    experience of impact monitoring in the framework of international
    development cooperation.
  • Professional experience in using ICT (including
    web-based applications) for MIS and monitoring
  • Past experience in project management
  • Significant experience in agricultural I rural
    finance and/or microfinance
  • Previous experience in delivering professional
    training desirable
  • Excellent analytical skills
  • Possess excellent report writing skills
  • Excellent communication skills, in particular ability
    to summarise complex information in an accessible manner
  • Creativity, innovative thinking and the ability to
    adapt quickly are desirable traits
