Commission is established by article 167 91) of the 1995 Constitution of the
Republic of Uganda and article 168 (1) sets out its functions, authority and
autonomy in implementing its mandate. The vision of Education Service
Commission is to see “quality education delivered by efficient and
effective education service personnel.”

Key Duties and Responsibilities:
- Guides on policy matters related to Pre – Primary
Education. - Initiates and carries out research and studies in Pre
– Primary Education - Actively monitors, Evaluates and reports on Pre –
Primary Education activities. - Minute secretary to all Departmental meetings.
- Maintains reliable data on Pre – Primary
Institutions. - Performs any other duties assigned by the relevant
authority.
Qualifications, Skills and Experience:
- The applicant should hold an Honour’s Bachelors
Degree in either Primary or Teacher Education from a recognized
University/Institution. - Possession of a Post graduate qualifications in the
relevant field will be an added advantage. - A minimum
of seven (7) years working experience as a Primary School
teacher/Tutor(ECD) - Be registered with the Ministry of Education and
Sports as a Graduate Teacher.
