Malaria Consortium (MC) manages
a wide range of communicable disease projects in a number of countries. These
projects range from support to central governments in the implementation of
projects for the control of malaria, pneumonia, diarrhoeal diseases and
neglected tropical diseases at district and community levels. Malaria
Consortium is looking to expand its capacity with a highly competent and
motivated capacity building specialist to provide technical support and
oversight to country offices in their capacity building and curriculum
development efforts which have grown over the years. The position is based at
the regional office in Kampala, Uganda, but an alternative location can be
considered in exceptional circumstances.
Job Summary:  The Capacity Building Specialist will work in
liaison with the Africa Technical Director to provide technical support and
oversight to country offices in Africa on human capacity building initiatives
relating to its broad communicable disease portfolio
Key Duties and Responsibilities: 
  • Offer
    expert advice on human capacity building approaches and methods in Malaria
    Consortium programmes in Africa.
  • Actively
    monitor the quality of the capacity building aspects of Malaria Consortium
    projects and establish standards to ensure project materials comply with
    existing global and/or national benchmarks regarding human capacity
    development.
  • Provide
    technical guidance and support to the Ministries of Health and other
    development / implementing partners in strategy development related to
    human capacity development.
  • Steer
    efforts to strengthen capacity of relevant technical staff across the
    portfolio of projects in capacity building approaches and content
    development
  • Actively
    contribute to the development of proposals; provide technical support to
    projects and participate in operational research studies related to health
    systems strengthening.
  • Prepare
    documentation based on Malaria Consortium¡¦s work in capacity building for
    dissemination in line with our organizational knowledge management
    strategy, in forms such as policy briefs and journal publications.
  • Design,
    develop and implement, evaluation methods for project capacity building
    activities.
  • Represent
    the organisation at some high level national, regional meetings on matters
    relating to human capacity development and health system strengthening of
    malaria, tuberculosis and other communicable diseases.
  • Mentor
    and contribute to the performance improvement of national and expatriate
    staff.
Qualifications, Skills and Experience: 
  • The
    applicant should have a minimum 0f ten (10) years of practical field
    experience in a developing country with at least five (5) years
    professional experience working at a senior level within the health sector
    supporting capacity building initiatives, proficient in Adult learning
    techniques and approaches. Possession of a post graduate degree in public
    health, health education or related field, clinical specialty additional
    certification in communicable or infectious disease would be an added
    advantage.
  • Demonstrable
    past experience in curriculum and training material development.
  • Past
    experience in training of health staff at all levels of the health system.
  • Working
    knowledge of health systems strengthening including health service
    delivery, clinical mentoring, support supervision, competency development
    and performance improvement.
  • Fluent
    written and spoken English.
  • Good
    mentoring skills and a commitment to national and expatriate staff
    capacity development.
  • Confident
    and proficient in the use of MS Office.
  • Working
    knowledge of French or Portuguese is desired
  • Past
    exposure and experience of establishing strong working relationships with
    colleagues from different functions and cultures.
  • Good
    knowledge and understanding of basic epidemiology of malaria.
  • Familiarity
    in management of other common childhood illnesses and nutrition would be
    an advantage.
