Job Summary: The
incumbent will actively coordinate all technical work associated with the
African Health Observatory (AHO) in the country and enhance the country’s
capacity to use relevant data and evidence in health sector management
processes and decision making, through the management of the AHO Platform, the
real-time Strategic information System (rSiS), the development and application
of health management information systems and technology, strengthening national
health information systems, and proper use of information communication
technologies.

health information systems, and proper use of information communication
technologies.
Key Duties and Responsibilities:
- Under
the general supervision of the WHO Representative and the guidance of the
Regional Adviser African Health Observatory and the Technical Officer for
Statistics and Database Management in the Disease Prevention and Control
Cluster, the incumbent will serve as the AHO and rSIS country Focal
Person. - He/She
will also coordinate all inputs to the AHO and National Health Observatory
(NHO), participate in the network of AHO Focal Points, support the
National Health Information System and contribute to the development of
the comprehensive integrated analytical country health profile. - He/She
will contribute to the collection of data in the country, coordinate data
reviews, analysis and interpretation of collected data for reporting and
decision-making, coordinate data validation to ensure compliance with data
quality requirements before uploads in the rSiS, and contribute to the
training of staff and partners on the use of data for decisionmaking
through the rSiS and AHO Platforms in the country. - Coordinate
all inputs to the AHO and NHO including data gathering, development of the
country integrated analytical health profile and networking with AHO Focal
Points; - Offer
technical support to the National Health Information System through
adaptation and - development
of data quality norms and standards, training of national staff on data
quality issues, establishing and sustaining effective working
relationships with national, sub-national partners and relevant
stakeholders; - Significantly
contribute to the validation of health related data to ensure compliance
with data quality requirements before uploads in the real-time Strategic
Information System (rSiS); - Contribute
to capacity building of country staff and partners through training in the
use of data for decision making through the rSiS and AHO Platforms; - Contribute
to data quality audits in the country; - Offer
regular feedback to the ministry of health, research institutions,
national and sub-national partners generating and sharing data for
decision making; - Manage
the contribution of the country to national, WHO country office, Regional
and Global information products; - Perform
any other tasks as will be guided by the Regional Adviser (AHO) and the
Technical Officer (Statistics and Database Management) - Perform
other duties assigned by the WHO Representative.
Qualifications, Skills and Experience:
- The
ideal candidates for the United Nations World Health Organization (WHO)
Career should hold a University degree in Health Information Management or
Statistics or Biostatistics or Applied Mathematics or Computer Science - Hold
a Postgraduate qualification in epidemiology or public health - Additional
training in data management. - A
minimum of five years of relevant work experience in developing and
managing health information system - Past
experience in gathering, recording, validating and reporting of health
related data from multiples sources; - Good
understanding of complex database structure and management - Working
experience with WHO or other UN Agency would be an asset. - Good
IT Skills - Sound
knowledge of Statistical Packages such as SPSS, STATAor SAS etc.; - Sound
knowledge of Geographic Information Systems such as ArcView, ArcGIS,
Maplnfo or HealthMapper
Languages required: Excellent knowledge of English (written and
spoken) and working knowledge of French or Portuguese.
