works to improve and strengthen nutrition and food security policies,
strategies, programs and systems through technical support to the United States
Agency for International Development (USAID) and its partners, including host country
governments, international organizations, and nongovernmental organization
implementing partners.
Deputy Project Manager will work in consultation with the FANTA Uganda Project
Manager, and in collaboration with the Senior Technical Officer (STO), the DPM
win be responsible for coordination of the FANTA Uganda project management
activities. The DPM will be responsible for helping to manage staff to ensure
the timely completion of all tasks and deliverables carried out by the project.
The Deputy Manager is responsible for the logistical and administrative
coordination of FANTA Uganda country program activities and ensuring that all
FANTA activities are implemented in a high quality, timely and consistent
manner across program areas.
Responsibilities:
- Work in liaison with the Uganda Project
Manager and Senior Technical Officer (STO) to improve systems and tools
for planning, implementing and tracking work plan activities - Manage the FANTA Activity Tracker system
to ensure deliverables are completed and activities are implemented as
scheduled; - Actively collaborate with the Project
Manager and STO in identifying steps to address challenges and facilitate
progress in FANTA Uganda’s work; - Lead the budgeting, projecting and
tracking of funds with support from the Uganda Project Manager, FANTA
headquarter-based Technical Advisor and FHI360 Finance country team; - Oversee the operational management of the
project when the Project Manager is off-site - Ensure that activity implementation
follows USAID, FHI 360 and FANTA policies and requirements - Work in collaboration with FHI 360 Human
Resources and FANTA HQ, manage the recruitment of new FANTA staff and
consultants, including drafting job descriptions, participating in
interviews, and liaising with HR on hiring. - Ensure that FHI 360 and USAID regulations,
policies and processes are followed. - Directly manage up to 3 administrative and
technical staff. - Assist the Project Manager to ensure that
project staff receive necessary capacity building and professional
development - Work closely with the FANTA Uganda STO and
Project Manager to manage operational aspects of in-country technical
assistance activities carried out by the FANTA team
- Support the FANTA Uganda Project Manager
and STO in overseeing and managing the work of FANTA Uganda staff and
coordinate work among team members. - In support of STO and Project Manager,
liaise with Government of Uganda (GoU) line ministries, partner agencies
and local stakeholders to facilitate implementation of program work. - In collaboration with the STO, ensure
project activities at the district level are coordinated with Government
of Uganda and Unites States Government (USG) partners. - Work closely with FANTA’s STO, Knowledge
Manager and FHI 360 country office Finance and Administrative teams to
coordinate activities, scopes of work and work plan development,
negotiation and collaboration with client and partners, management of
consultants and subcontractors, and results reporting.
- Supervise project knowledge management and
monitoring and evaluation officers - Ensure the timely production of required
updates and reports to donors and stakeholders on activities carried out
by the FANTA Uganda team
- Work in liaison with the Project Manager,
represent FANTA in meetings with USAID/Uganda and partner agencies, as
requested. - Perform any other duties as assigned.
Experience:
- The applicant for the USAID FANTA Deputy
Project Manager should hold a Degree in Management, Development studies or
Social Work and Social Administration. Possession of a Master’s Degree or
Post – Graduate Qualification in project Planning & Management or
related Public Health discipline is desired - A minimum of seven to ten years of
management related work with NGOs with a combination of relevant research,
technical, operations and management experience with donors, PVOs and
international organizations. - Past experience in managing USAID-funded
projects required - Working knowledge and demonstrated
technical expertise implementing and managing multi-sectoral programs,
MNCH, nutrition or agriculture programs preferred. - Previous experience managing teams of
multi-disciplinary technical specialists and administrative and operations
staff. - Extensive experience developing, managing,
tracking and reporting on activities and technical areas, and their
associated budgets - Possess the ability to undertake problem
analyses and propose approaches to improve program design, implementation
and results reporting. - Strong analytical ability is essential.
- Demonstrated managerial, leadership,
organizational, and interpersonal skills. - Ability to work in and manage a team
consisting of people with different technical backgrounds and with people
with varying levels of technical training - Ability to facilitate relationships and
interact smoothly and effectively with stakeholders and colleagues. - Superior presentation skills, both written
and oral. - English fluency is essential
