The National Forestry Authority
(NFA) is a Government agency established under the National Forestry and Tree
Planting Act, 2003 as a corporate body responsible for sustainable development
and management of Central Forest Reserves (CFRs) and provision of technical
support to stakeholders in the forest sub-sector.
Job Summary: The NFA
Procurement Manager takes lead of the procurement and Disposal Unit and manages
it in line with the Entities procedures, laws governing procurement in Uganda
and Donor Agencies.
Key Duties and Responsibilities: 
  • Oversee,
    coordinate and monitor the procurement procedures
  • Supervise
    the verification and processing of all requisitions according to budget
    and relevance
  • Actively
    coordinate and supervise the tendering process and manage the procurement
    and disposal of goods, works and services
  • Quickly
    recommend procurement and disposal procedures
  • Offer
    timely secretarial services to the contacts committee
  • Actively
    coordinate and prepare annual procurement plans and periodic reports to PPDA
  • Monitor
    the activities of the procurement unit, supervise staff, monitor
    performance, recommend training needs and provide technical guidance.
  • Works
    closely with external procurement Audits and deal with queries. Take
    action on weaknesses/risks highlighted.
  • Ensure
    safe custody of all procurement records and files of the unit.
  • Perform
    any other activities as assigned by the Supervisor.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the aforementioned NFA career placement should an Honours
    degree preferably in Procurement/purchasing or any other relevant degree
    with a post graduate diploma in Procurement, Purchasing or Supplies
    Management.
  • Professional
    qualifications in CIPS is a must
  • At
    least five years of progressively responsible experience in the same area
    two of which should have been at middle management level.
  • Working
    knowledge of business working environment
