Uganda serves the following functions;

- To
appoint, promote and exercise disciplinary control over persons holding
public office in Parliament; - To
review the terms and conditions of service, standing orders, training and
qualifications of persons holding
office in Parliament; - To
provide a Parliamentary reporting service; - To
provide such other staff and facilities as are required to ensure
efficient functioning of the Parliament; - To
cause to be prepared in each financial year, estimates of revenue and
expenditure for the next financial year; and - To
make recommendations to Parliament, or with the approval of Parliament,
determine the allowances payable and privileges available to the Speaker
and Members of Parliament.
Job Summary: The
Director, Communication and Public Affairs will offer strategic communication
direction to the Parliament of Uganda and promote the Institution’s visibility,
Mission and Vision.

Key Duties and Responsibilities:
- Offer
guidance and leadership to the Communication and Public Affairs
Department. - The
applicant will serve as the official spokesperson of the Parliament of
Uganda by communicating its views, position and manage its internal and
external communication; - Develop
and maintain good working relations with internal and external
stakeholders; - Serve
as a Member of Board of Management; - Initiate,
plan and organize Public Relations/Promotions and Advertising campaigns
for the institution, according to the Parliamentary Commission’s public
relations activity calendar and communication strategy; - Prepare
strategic work plans and budgets for the Department; - Initiate
the development of Information, Education & Communication materials;
appropriately procure and disseminate them accordingly; - Manage
the design and production of Parliament’s corporate communication
materials; - Actively
formulate and manage the Guest Relations and Events Management plans in
Parliament; - Prepare
and send periodic reports on Departmental activities; - Supervise,
coach and develop subordinates; and - Perform
any other duties as may be assigned from time to time.
Qualifications, Skills and Experience:
- The
candidate should hold an Honours Degree in Mass Communication,
Communication Studies, Journalism, or Arts with Communication and Public
Relations studied as subjects, from a recognized University/Institution
plus a Masters’ Degree in a relevant field. - The
applicant should have at least ten (10) years working experience, three
(3) - Communication
or Public Relations or Information or Protocol and Public Affairs
Department from a recognized Institution or at the level of Assistant
Commissioner in a Government Institution. - Possess
the ability to promptly respond to issues raised regarding the Parliament
of Uganda; - Highly
diplomatic with personal etiquette; - Promotes
good self-image and personal reputation; - Possess
the ability to handle multiple tasks and meet deadlines in a busy
political environment; - Ability
to manage stressful situations; - Good
supervisory skills; - Excellent
written and verbal communication skills; - Demonstrate
strong leadership skills; and - Excellent
analytical skills.
