Parliamentary Commission
Uganda serves the following functions;
- To
appoint, promote and exercise disciplinary control over persons holding
public office in Parliament; - To
review the terms and conditions of service, standing orders, training and
qualifications of persons holding
office in Parliament; - To
provide a Parliamentary reporting service; - To
provide such other staff and facilities as are required to ensure
efficient functioning of the Parliament; - To
cause to be prepared in each financial year, estimates of revenue and
expenditure for the next financial year; and - To
make recommendations to Parliament, or with the approval of Parliament,
determine the allowances payable and privileges available to the Speaker
and Members of Parliament.
Internal Auditor will provide independent, effective and efficient internal audit
management services to the Parliamentary Commission.
- Offer
direction and leadership to the Internal Audit Division of the service - Plan
for and manage internal audit activities in the Parliamentary Commission - Manage
the development and implementation of an audit strategy, audit plan and
risk management plan. - Ensure
continuous risk assessment of organizational and financial procedures - Prepare
and submit audit reports to management and the Audit Committee - Develop
and manage an internal audit information system. - Offer
technical support to external audit activities and processes - Budget
for and manage the resources of the Audit Division - Supervise,
develop and appraise subordinate staff - Conduct
any other duties as may be assigned from time to time.
- The
candidate must hold an honours Bachelor’s Degree with Finance or
Accounting (option) from a recognized University/ Institution, with full
professional qualifications such as CPA, ACCA or CIA Or - Full
Professional qualifications such as CPA, ACCA or CIA - In
addition he/she must hold a Master’s Degree in Finance or Accounting
related field. - He/she
should have at least nine (9) years’ relevant work experience in
accounting or audit function, three of which should have been obtained at
Principal Officer level in Government or equivalent level of experience
from a reputable organization. - Must
be a member of an Audit or Accounting professional body. - Demonstrable
knowledgeable of government audit practices and procedures - Possesses
effective written and oral communication skills - Sound
judgment and analytical skills - Possess
the ability to take initiative, lead and motivate staff in the Division - Good
ethical standing and integrity.
