About Trócaire:
Trócaire is the official
development organization of the Irish Catholic Church.   It works through local partners to implement
programmes in the organisation’s priority areas of Building Sustainable
Livelihoods, Governance & Human Rights and Gender. Trócaire’s programmes in
Uganda are managed by a small country team based in the office in Kampala with
regular travel to Northern Uganda. This role will focus on all aspects of the
Trócaire Gender programme and will provide advice, expertise and essential
management of the programme for Trócaire and for a wide variety of partners,
most of whom are Dioceses under the Catholic Church. Project development,
capacity building, managing key relationships, project monitoring and
assurance, marketing of a national campaign and advocacy are essential for the
role.
About Gender Programme:
The Gender programme in Uganda
is a core programme for Trócaire and focuses on preventing Gender Based
Violence. It is a unique programme that works exclusively with faith
communities and has a local and national focus. As a key stakeholder for
Trócaire, the Catholic Church leadership is a vital partner of the programme at
both local and national level. The programme is half way through a 5 year
programme period and the Programme Officer is responsible for overseeing the
development and implementation of the various strands of the programme. The
current program has three focus areas:
  • Working
    at the local level with dioceses and partners on their diocesan projects
    primarily on the prevention of domestic violence.   The programme officer is responsible
    for ensuring quality, key delivery, learning and capacity building.
    Managing a wide range of diocesan projects and ensuring capacity building
    will be key deliverables of the position.
  • Delivering
    a national level campaign on prevention of domestic violence with the
    Catholic Church. This includes working with various commissions and
    stakeholders within the Church in the roll out of the national campaign on
    domestic violence and in the management of key stakeholders. The national
    campaign is rolled out in November and evaluated in July.
  • Supporting
    initiatives such as SASA Faith development (a methodology on domestic
    violence prevention) with the Catholic Church and interfaith initiatives
    such as counseling (response to domestic violence) with the Muslim Centre
    for Peace and Justice and the Kampala Diocese.
Job Summary: The Gender
Programme Officer will primarily be responsible for managing Trócaire’s Gender
Programme in Uganda
Key Duties and Responsibilities:  
  • Prepare
    and send high quality programme reports
  • Ensure
    up-to-date reporting to the donor in an accurate and efficient manner
  • Organize
    regular planning and progress reviews;
  • Strategic
    oversight of planning, budgeting, implementing and monitoring of the
    programme, tracking use of financial resources and activities in
    accordance with the Trocaire rules and procedures.
  • Work
    in liaison with the Programme Accountant financial monitoring and working
    with partners to ensure financial reporting is accurate and consistent.
  • Provide
    top quality technical support to partners focusing on the achievement of
    the set programme targets and work with the Programme Accountants to
    ensure Minimum Requirements are all met.
  • In
    charge of the documentation of learning and driving programme learning in
    the further development of the programme.
  • Capacity
    building and project management, including implementing a strategic
    capacity building program with key partners
  • Line
    management support to one member of staff working   on developing SASA! Faith methodologies
  • Accompanying
    visitors / delegations as part of the programme monitoring.
  • Ensure
    preparation of brochures, publications, filming,   press releases for dissemination and
    other material for the programme.
  • Monitoring
    – ensuring results and lessons learned feed into the analytical and
    project work (i.e. results used to make decisions); Regular field visits
  • Undertake
    and complete mid-term review
  • Ensure
    a clear focus on the achievement of results as per the Irish Aid logframe.
    This will entail extensive work with partners and other stakeholders.
  • Perform
    any other functions, responsibilities or portfolio which may be assigned
    by the Trocaire management
Qualifications, Skills and Experience:  
  • The
    ideal applicant should be educated to Graduate level education preferably
    with expertise in Gender and Monitoring and Evaluation
  • A minimum
    of three years’ experience working in the development sector including
    experience of programme management and working in a partnership context with
    an established organisation.
  • Two
    or more years’ experience of managing or working on Gender programmes or
    GBV programmes, is desirable
  • Possess
    excellent communication and problem solving skills
  • Working
    knowledge of the Catholic Church and /or faith based organisations is
    desirable
  • Proven
    understanding and wide experience of Project management cycle, especially
    Results Based Management and Logic Models
  • Possess
    the ability to facilitate training and conduct project monitoring.
  • Sound
    and up to date knowledge of development concepts, methodologies and
    techniques, including theory of change, rights based approach and
    participatory methodologies and gender approaches;
  • Excellent
    organization skills, (including Flexibility, ability to work under
    pressure in addition to multi-tasking in a fast paced environment)
  • A
    proven ability to write clearly and concisely in English and, produce good
    quality reports
  • Good
    understanding of financial management systems and budget monitoring and
    reporting.
  • Good
    computer skills particularly in Excel, Word and Powerpoint
  • A
    solid understanding of the concepts of, and ability to, work in
    partnership and build capacity of institutions
  • Ability
    to work on one’s own initiative and operate as part of a team
  • Be
    flexible to changing requirements that the role may require
  • Excellent
    interpersonal and communication skills.
  • Possess
    a Positive approach and an ability to contribute to a strong dynamic team
  • Good
    understanding of and sympathy with the role of the Catholic Church in
    development
  • Show
    commitment to the work of justice and an empathy with the ethos and work
    of Trócaire.
