The National Forestry Authority
(NFA) is a Government agency established under the National Forestry and Tree
Planting Act, 2003 as a corporate body responsible for sustainable development
and management of Central Forest Reserves (CFRs) and provision of technical
support to stakeholders in the forest sub-sector.

Job Summary: The NFA
Director Finance and Administration will take lead of the Finance and
Administration Directorate, overseeing NFA’s core financial management
activities, general management systems and guidelines as a support for good
corporate governance for the National Forestry Authority.

Key Duties and Responsibilities:
- Responsible
for developing and putting in place financial systems, policies and
procedures that ensure adequate controls in order to maintain proper books
of accounts and to safeguard the assets of NFA. - Preparing
annual accounts within the stipulated deadline in accordance with the
National Forestry and Tree Planting Act and International Financial
Reporting Standards. - Preparing
annual operational plans and budgets within the stipulated deadline in
order to allocate available resources to identified priorities and guide
implementation of planned activities - Actively
monitoring financial performance on a regular basis and reporting to
Management and the Board in a timely manner in order to control
expenditure, provide advisory support and financial information for
decision making and taking appropriate actions to address deviations from
plans. - Ensuring
that financial resources are adequate to meet NFA commitments and
submitting financial reports to development partners on a regular basis in
line with donor financing agreements in place. - In
charge of designing and coordinating implementation and maintenance of
financial management information system to ensure that all financial
transactions are properly documented and recorded in a way that enables
NFA to meet its internal, statutory and donor reporting requirements. - Establishing
stringent expenditure controls, ensuring that all commitments are properly
approved and that all expenditures are properly supported and within
budget allocations - Developing
and co-coordinating implementation of effective revenue collection systems
ensuring that all income due are properly collected, recorded and
accounted for. - Managing
all administrative activities including infrastructure, office supplies,
assets, stores and records. - Perform
any other duties assigned from time to time.
Qualifications, Skills and Experience:
- The
ideal candidate for the aforementioned NFA career placement should an
Honours degree in Commerce, Accounting, Finance or other equivalent
qualification; - The
applicant must be a Fully qualified Accountant (ACCA, ACA or CPA ). - Possession
of a Master’s degree in Business Administration will be an added advantage - A
minimum of ten or more years’ relevant experience gained from large and
reputable commercial organizations 5 of which must have been at management
level. - At
least three years’ experience obtained after professional qualification. - The
candidate should be a clearly focused individual with a high level of
personal integrity and commitment. - The
position requires broad thinking and a mature attitude. - The
successful candidate needs to be a team player, an excellent communicator
with good oral communication and presentation skills. - The
applicant must be able to cope with pressure and be able to meet regular
tight reporting deadlines.
