Job Summary: The LWR
team leader will oversee the management of a pilot program to increase legume
seed production, a five-year project designed to improve Ugandan farmers’
access to government certified legume seed varieties. The team leader will be
responsible for general management and implementation of the pilot, including
marketing and promotion of the project, coordination with technical teams,
implementing participant liaison and management; disbursement of incentive
payments; reporting, and others.
Key Duties and Responsibilities:
  • Ensure
    all technical and administrative obligations of the donor agreement are
    being met in a timely and results-oriented fashion.
  • Steer
    the development of annual work plan and budget and implement project
    activities.
  • Ensure
    smooth implementation of pilot including management of everyday workflow,
    internal and external communications, problem resolution, reports and
    techniques of decision making, conflict resolution, work planning and
    feedback.
  • Ensure
    timely internal and external reporting on work plan progress,
    expenditures, accomplishments, challenges, and lessons learned to all
    project stakeholders.
  • Manage
    the implementation of stakeholder engagement activities such as the
    project launch, participant selection, advisory committee facilitation,
    and compiling lessons from project participants.
  • Pro-actively
    facilitate the disbursement of incentive payments to participants meeting
    required outcomes criteria.
  • Manage
    team members with yearly performance planning and reviews, on-the-job
    training measures, delegating work, regular feedback, problem-solving, and
    facilitating productive intra-office personal and team dynamics.
  • Steer
    the project team to facilitate active involvement by each person in
    planning and review meetings, ensuring project staff members are kept
    informed in all relevant programmatic, administrative, financial, and
    compliance issues.
  • Communicate
    and coordinate with LWR country, regional, and headquarters staff, as well
    as with donor.
  • Perform
    any other duties as assigned by the supervisor.
Qualifications, Skills and Experience:
  • The
    ideal candidate should preferably hold a master’s degree in agriculture,
    economics, business or similar relevant qualifications.
  • At
    least five to seven years of management level experience, managing
    international donor-funded projects, with experience in Uganda preferred.
  • Significant
    agricultural expertise and experience working in the seed production
    sector.
  • Proven
    ability to work independently in a fast-paced environment, manage time and
    complex tasks, adapt to changing priorities and deadlines, identify
    opportunities and challenges and propose appropriate responses or
    solutions.
  • Past
    exposure and experience in public and private stakeholder engagement,
    including the agribusiness private sector. Experience engaging
    stakeholders in the seed production sector such as farmers, seed growers,
    and seed distributors is a plus.
  • Proven
    in-country networks with links to smallholder farmers, commercial legume
    seed producers, and distributors.
  • Excellent
    track record of overseeing monitoring and verification systems.
  • Demonstrated
    experience in effective team coordination and management.
  • Computer
    literacy i.e. proficiency including MS Access database, MS Project 2010
    and Microsoft Office.
  • Fluency
    in English, with excellent verbal and written communication skills.
    Ability to speak at least one Ugandan language preferred.
  • Exhibit

  • Ability
    to travel up to 50% of his/her time within Uganda.
  • Existing
    authorization to work in Uganda; Ugandan national preferred.
