Job Summary: The ACF
International SQUEAC Support Officer will support the implementation of a
SQUEAC and SLEAC assessment in seven districts of Karamoja region, Uganda. In
so doing, build the capacity of local partners in the SQUEAC/SLEAC methodology
and provide a rich evidence base on how to improve SAM treatment at district,
provincial and national level.
Key Duties and Responsibilities: 
1. In charge of the preparation
of the SQUEAC/SLEAC Assessment:
  • Support
    planning of SQUEAC/SLEAC on both a logistics and technical levels
  • Ensure
    collection of all necessary data and information
  • Actively
    support partners in identifying/recruiting their SQUEAC teams to ensure
    appropriate profile participate.
  • Ensure
    that all partners are logistically prepared and well informed of
    requirements for all SQUEACs
2. Implementation of SLEAC/SQUEAC
Assessments:
  • Ensure
    that adequate information regarding geography, population and general
    situation are collected.
  • Consolidate
    routine programme data (qualitative and quantitative) and oversee the
    collection of new data/information for analysis.
  • Ensure
    that evaluation methodology is in line with the SQUEAC methodology.
  • Ensure
    that questionnaires are elaborated/updated, agreed on and translated to
    local language.
  • Ensure
    that timeframe, planning, training plan, and necessary materials are
    adequate and available.
  • The
    incumbent will also ensure adequate training of evaluation team.
  • Make
    sure that evaluation is carried out correctly and is conform to the chosen
    methodology and agreed timeframe.
3. Support data analysis and
development of SLEAC/ SQUEAC reports:
  • Develop
    sections of report and data to be presented as indicated by GECO,
    including methodology, results, analysis of results, conclusion and recommendations
    in terms of program implementation.
  • Present
    the reports to partners for endorsement prior dissemination.
  • Produce
    learning report highlighting best practices and learning from coverage
    assessments and from CMAM programming
4. Support internal
coordination and external representation:
  • Support
    HOD in completing monthly monitoring requirements (Activity Progress
    Report) in collaboration with M&E Program Manager.
  • Actively
    participate in Assessment Working Group meeting when needed in
    collaboration with Program Manager.
  • Take
    part in restitution workshop to present the project lessons learnt and
    recommendations to external nutrition stakeholders at the end of the
    project.
Qualifications, Skills and Experience: 
  • The
    ideal candidate should hold an Undergraduate/Master Degree in a field
    related to social sciences, public health nutrition, epidemiology or any
    other related discipline
  • Significant
    experience in the implementation and management of or provision of
    technical support to nutrition programmes (including Community-based Management
    of Acute Malnutrition)
  • Prior
    capacity building/training experience essential
  • Excellent
    communication skills essential
  • Prior
    experience in coverage assessments (e.g. CSAS, SQUEAC, SLEAC, S3M) an
    asset
  • Past
    evaluative experience is an added advantage
  • Possess
    the ability to create solutions or responses to problems in an autonomous
    way
  • Proven
    ability to work independently
  • High
    level of English written and oral communication essential
  • High level of other languages, including Dari and Pashtu 
  • Past
    experience in nutrition programming
  • Past
    experience in coverage assessments  is desired
  • Prior
    experience in Uganda is also desired
  • High
