(DRC) is a private, independent, humanitarian organization working on all
aspects of the refugee cause in more than twenty five countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.

other humanitarian aid, rehabilitation, support to return and repatriation as
well as promotion of long-term solutions to displacement and its causes. In
addition, support and capacity building of local and national authorities and
NGOs form an integral part of DRC’s work.
Officer will primarily supervise the day to day infrastructure works including
planning, validation of Parish Development Plans, community mobilization and
monitoring of infrastructure projects in Arua, Nebbi and Zombo districts of
West Nile Sub – Region. He/She will ensure that technical specifications for
all infrastructure works are in line with DRC’s Infrastructure Manual.
- Set
up, plan, supervise and monitor the implementation of the infrastructure projects. - Take
part in the planning process and in the validation of Parish Development
Plans (PDPs). - Supervise
and monitor the work of masons and participating communities. - Supervise
the technical aspects of the infrastructure projects. - Organize
and supervise baseline data collection and implementation of the technical
and economic/impact assessment. - Manage
the community mobilisation and the process of selecting cash for work
beneficiaries. - Request
materials to be purchased. - Assess
the activities undertaken and ensure efficient use of resources. - Work
in liaison with the Engineering Supervisor, work on project technical
reports. - Liaise
with all internal and external stakeholders of the infrastructure
projects. - Assess
the security situation at project sites in close collaboration with the
Engineering Supervisor. - Ensure
protection of beneficiaries. - Ensure
regular communication between communities at the project implementation
sites and DRC. - Perform
any other duties as assigned by Supervisor.
- The
Engineering Officer should hold a Diploma in civil engineering from a
recognized University or Institution. - A
minimum of four or more years of relevant work experience in labor based
construction technology (cash for work interventions). - A
strong team player and ability to work well with minimal supervision. - Ability
to work with culturally diverse groups of people. - Possess
the ability and flexibility to travel within the West Nile Sub – Region. - Computer
literacy – proficiency in Excel and AutoCAD Program is preferable. - Fluency
in Lugbara/ Alur an added advantage.
