About DRC:
The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than twenty five countries throughout the world. The aim of DRC is to protect
refugees and internally displaced persons (IDPs) against persecution and to
promote durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
The protection and assistance to conflict affected population is
provided within a long-term, regional and rights-based approach in order to
constitute a coherent and effective response to the challenges posed by today’s
conflicts. Assistance consists of relief and other humanitarian aid,
rehabilitation, support to return and repatriation as well as promotion of
long-term solutions to displacement and its causes. In addition, support and
capacity building of local and national authorities and NGOs form an integral
part of DRC’s work.
Job Summary:  The Danish Refugee Council (DRC)
Infrastructure Coordinator will provide oversight and supervise the
implementation of infrastructure works in Acholi Sub – Region in accordance
with DRC internal and donor requirements. 
He/She will be required to represent DRC at infrastructure related
meetings.
Key Duties and
Responsibilities: 
1. Coordination and Representation:
  • Responsible for coordination with
    stakeholders and maintaining contacts in relation to DRC infrastructure
    projects in Acholi Sub – Region.
  • Ensure that DRC internal guidelines and
    standards as well as those of the donors adhered to.
  • Build and maintain working relationships
    with a range of key stakeholders including Coordination Function (CF),
    Local Government and other stakeholders.
  • Attend and represent the interest of DRC
    in infrastructure meetings with the District Local Government and
    Coordination Function.
2. Project Development, Implementation and Reporting:
  • Responsible for concept paper and proposal
    development with infrastructure thematic areas.
  • Responsible for grants management of all
    infrastructure projects.
  • Actively coordinate planning,
    implementation, monitoring and evaluation of infrastructure projects in
    Acholi Sub – Region.
  • Present all infrastructure projects for
    approval by the District Technical Planning Committee (DTPC) and guide the
    District Local Government on the approved Infrastructure Manual and
    operational standard guidelines.
  • Ensure efficient and effective programme
    implementation.
  • Develop a monitoring scheme with
    performance and impact indicators for all infrastructure components and
    related activities.
  • Responsible for the development of project
    plans, budgets and funding proposals.
  • Oversee and provide guidance to all DRC
    infrastructure support to the targeted beneficiaries.
  • Actively monitor and document DRC’s
    infrastructure activities.
  • Work in liaison with the Regional Manager,
    review the activity and related financial reports.
  • Compile and submit monthly, quarterly and
    annual reports.
3. Staff Development and Management:
  • Offer technical and programmatic
    leadership for the infrastructure staff in Acholi Sub – Region.
  • Develop staff performance measurement and
    targets and appraise them based on the set targets.
  • Carry out training needs assessments of
    all the infrastructure staff and make recommendation.
  • Conduct periodic field visits to support
    field staffs through technical back stopping.
  • Uphold DRC’s code of conduct.
  • Perform any other duty as may be assigned.
Qualifications, Skills and
Experience: 
  • The candidate should hold a Bachelor’s
    degree in any of the following: community development, civil engineering,
    social work, social administration (rural construction background is
    preferable).
  • Five or more years of relevant work
    experience in labor based interventions (cash for work).
  • Proven ability to provide technical
    leadership and coordination in the field of infrastructure engineering.
  • Past experience on working with donor
    funded projects preferably DANIDA.
  • Being a strong team player and ability to
    work well with minimal supervision.
  • Possess the ability to work with
    culturally diverse groups of people.
  • Ability and flexibility to travel within
    the Acholi Sub – Region.
  • Computer literacy skills.
  • Report writing skills.
  • Fluency in Acholi an added advantage.
