Programs Director
Uganda
Relief, Development and Advocacy Non-Government Organization dedicated to

Program Manager provides technical leadership of WVUs WASH programs; this
includes leading a team of staff, leading WVU WASH program strategy and
learning, new business development and donor engagement, national level
advocacy and policy engagements and external representation.
Management:
- Steer
the development and implementation of the WASH teams strategic work plan,
including introduction of new approaches, methods and practices in project
management & evaluation and also ensure the achievement of specific
objectives. - Ensure
integration of WASH with other WVU program sectors - Steer,
supervise and support WASH staff in the design, management, implementation
and monitoring of WASH activities. - Ensure
proactive project management of WASH projects through strong adherence to
program quality standards, monitoring, evaluation and learning and
evidence based decisions. - Provide
Program teams with guidance and updates on policy, standards and
guidelines relating to WASH. - Identify
priority operational research problems and participate in ensuring high
quality evaluation of WASH projects. - Take
part in monitoring and documentation activities of WASH projects.
- Ensure
compliance of WASH grants to donor requirements and timely communicate
challenges/constraints/opportunities to senior management. - Develop
and manage budgets for WASH projects including submission of cash
forecasts and effective tracking of expenditures
- Responsible
for the development of resource mobilization plan highlighting priority
areas relating to WASH, grant concept papers and proposals - Take
part in and steer where the development of new proposals in collaboration
with Grants Acquisition and Management unit
partnerships and Networking:
- Actively
facilitate learning and knowledge development on best practices within the
WASH sector; - Support
documentation of case studies, best practices and emerging models from WVU
WASH programming; - Participate
in internal and external learning and networking events relevant to the
WASH sectors programmes. - Represent
WVU at national level and relevant networks on matters relating to WASH
programming. - Significantly
contribute to active partnerships development and cooperation with other
organisations through linkages with sector stakeholders - Maintain
regular communication with the Regional Technical Advisor for WASH
Development:
- Work
in liaison with project/programme managers, identify staffing needs and
support timely recruitment processes. - Identify
talent and provide on the job learning and other growth/capacity building
opportunities to develop WASH skills in WVU - Conduct
regular coaching and ensure performance management actions of the WASH
staff are completed in accordance with WVU standards and timelines. - Perform
any other duties as required.
- The
ideal candidate for the aforementioned World Vision career opportunity
should hold a Master’s degree in
Public health, Development Studies, Water and Sanitation engineering,
Environmental Health or related/similar field. - Five
or more years’ managerial or technical specialty experience in the design,
implementation and evaluation of WASH programmes/projects - Working
knowledge and experience regarding water engineering (water collection and
supply systems, such as boreholes systems, as well as analysis and treatment). - Good
knowledge and experience of a variety of sanitation systems in
humanitarian contexts, including Participatory Hygiene and Sanitation
Training (PHAST), Childrens Hygiene and Sanitation Training (CHAST), and
Community Led Total Sanitation (CLTS) as well as Sanitation Marketing as
sanitation promotion approaches. - Working
knowledge of current WASH policy, sub-sector investment plans for Uganda
and understanding of programming on Water, Sanitation and Hygiene. - Strong
abilities in planning, budgeting and management - Excellent
interpersonal skills and the ability to work with people from diverse
cultures, ability to lead and motivate people to work in teams - Excellent
communication skills both written English and in face-to-face
presentations - Past
exposure and experience in networking, project management and supervision. - Skills/
experience in proposal writing - Computer
literacy skills - The
applicant must be a committed Christian, able to stand above
denominational diversities. - Attend
and participate/lead in daily devotions and weekly Chapel services.
