Job Summary: The World
Vision Senior Business Development Officer will primarily provide overall
strategic leadership and direction for the grant, oversee project
implementation and have overall responsibility for all reporting to USAID and
World Vision. The incumbent will also provide overall leadership and direction
to the USAID/WASH grant, ensure the achievement of program objectives, budget
management, program quality and timely reporting to the donors.
Key Duties and Responsibilities: 
1. Grant Implementation:
  • Ensure
    program strategic objectives and results are fully accomplished and meet
    expected technical quality standards.
  • Manage
    the project work, ensuring all program goals are met through proper design,
    staffing, and implementation.
  • Guide
    the work of local staff and short-term advisors providing supervision,
    training and performance management.
2. Staff Supervision and Management:
  • Mentor
    and supervise a team of senior level National and International staff with
    skills across a diverse set of technical WASH program areas.
  • Responsible
    for developing and maintaining an adequate human resource plan consistent
    with WV policies, donor requirements and local laws and ensure proper
    technical capacity of staff to manage the project work.
  • Ensure
    competent and motivated staff are hired and retained.
  • Carry
    out periodic reviews of staff performance in line with WVs performance
    management system.
  • Mentor
    staff to ensure high levels of motivation, commitment, capacity, and
    teamwork.
3. Budget Management:
  • Steer
    the development of financial and administrative policies and procedures to
    ensure smooth running of the grant and compliance to Generally Accepted
    Accounting Principles, WVI finance policies, and government and other
    donor regulations.
  • Offer
    expert consultation regarding the implementation of DOS at a project/grant
    level.
  • Approve
    program expenditures, budget adjustments, and sign off cost modification
    requests to donors.
  • Ensure
    that appropriate financial systems and controls are in place to avoid
    significant audit risk ratings, both at the NO and project levels.
  • Manage
    grant/project budget within approved spending levels and ensure accurate
    and timely financial reports to donors and World Vision.
    Ensure grant/project expenses are reasonable, allocable, prudent and spent
    in accordance with donor rules and regulations.
4. Leadership Management:
  • Actively
    take part in the NO senior management/ Leadership team meetings and
    represent WASH Grant interests
  • Ensure
    implementation of new partnership initiatives involving WASH.
5. Donor Relations:
  • Represent
    the WASH project and World Vision to USAID, Government of Uganda, UN
    agencies, implementing and technical partners and other appropriate
    bodies.
  • Represent
    WV at relevant meetings with the Government of Uganda and USAID
    counterparts to provide updates on project progress and communicate
    challenges of the program implementation.
6. Reporting and
Documentation:
  • Ensure
    timely submission of quality financial and management reports to donors.
  • Document
    and disseminate at various fora project best practices and success
    stories.
  • Perform
    other duties as required.
Qualifications, Skills and Experience: 
  • The
    applicant must hold a Master’s Degree in Administrative and/or Business
    management with strong program management and leadership technical
    knowledge and experience, a strong knowledge and experience in water and
    sanitation engineering is a plus.
  • At
    least ten years or more of progressively increasing responsibility in
    overseas international management experience, preferably in administering
    USAID programming.
  • Proven
    ability to manage complex consortium or partnership relationships,
    including effectively coordinating with host country governments.
  • Familiarity
    with U.S. Government (USG) legislation and regulations.
  • Significant
    experience and demonstrated knowledge of USG Water Strategy and programming
    and mastery of USAID regulations governing such programs.
  • Excellent
    computer and internet skills are required.
  • Effective
    and fluent in written and verbal communication in English.
  • Excellent
    computer literacy skills
  • The
