About EGPAF:
The Elizabeth Glaser Pediatric
AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research,
advocacy, and prevention and treatment programs. We are a global leader in the
fight against HIV/AIDS, working in 15 countries and at 7,000 sites around the
world to provide comprehensive HIV services, including pediatric and adult
prevention, care and treatment. Our integrated programming supports
reproductive health, mother newborn and child health (MNCH), nutrition, and
health systems strengthening.
Job Summary: The EGPAF
incumbent will mainly offer strategic direction and guidance on supporting
Health Systems Strengthening activities including supporting district
coordination and governance, supply chain management system; human resources
for health, and laboratory strengthening for the RHITES-SW project. He / she
will work with the country team and will travel extensively direct technical
support and guidance to implementing partners at the district, sub-district and
community levels in accordance with national and international HIV/AIDS, MNCH,
nutrition, malaria policies and standards.
Key Duties and Responsibilities: 
  • Responsible
    for developing the overall health systems strengthening (HSS) strategy to
    support the national strategy to offer national expansion of comprehensive
    HIV/AIDS, TB, MNCH services in Uganda.
  • Offer
    technical leadership and guidance during the development of RHITES-SW/
    EGPAF’s annual work plan and participates in the planning and budgeting
    activities, especially in regard to health
  • Actively
    coordinate the provision of technical support in the 6 tenets of HSS i.e.
    1. Service Delivery, 2. Medicines and Technologies, 3. Finance/ Budgeting
    4. Strategic Information, 5. Leadership and Governance, and 6. Human
    Resource for Health to the RHITES-SW-supported districts and provides
    technical guidance to the district teams in work plan development to
    ensure that project activities are successfully implemented in a sustainable
    way.
  • Offers
    technical direction and assistance to all implementing partners including
    CSOs, NGOs, District Health Offices, and District HIV/AIDS Committees
    (DHACs). This will include technical review of sub-grant proposals, work
    plans and budgets submitted to EGPAF and oversight of the implementation
    plan for each implementing partner/ sub grantee.
  • In
    charge of building the capacity of technical staff in the six (6) building
    blocks of HSS and tracks progress at individual districts through technical
    assistance at district-level through site visits and district reports, in
    collaboration with MOH and the EGPAF program team.
  • Work
    in liaison with the MOH structures to strengthen community participation
    and feedback in program activities and improvement of health provider
    accountability.
  • Identify
    and implement innovations for improving retention and motivation of health
    workers
Qualifications, Skills and Experience: 
  • The
    applicant should hold a medical degree and a master’s degree in Public
    Health or other clinical discipline.
  • At
    least eight years’ experience in designing, managing and implementing
    complex, large scale health public health programs and experience in
    leading a highly successful health systems strengthening program in Uganda
    or in a similar settings.
  • Good
    knowledge and understanding of current issues and developments in the
    field of HIV/AIDS, MNCH, FP, Malaria and Nutrition
  • Strong
    skills in leadership, teamwork and networking.
  • Willingness
    to work and travel in rural settings in Uganda.
  • Computer
    literacy i.e. working knowledge of Microsoft office programs including MS
    Excel, MS Word and MS Power-Point.
