The Elizabeth Glaser Pediatric
AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research,
advocacy, and prevention and treatment programs. We are a global leader in the
fight against HIV/AIDS, working in 15 countries and at 7,000 sites around the
world to provide comprehensive HIV services, including pediatric and adult
prevention, care and treatment. Our integrated programming supports reproductive
health, mother newborn and child health (MNCH), nutrition, and health systems
strengthening.

Job Summary: The
Director, Financial Management and Operations will be responsible for the
overall financial management and administration of the activity. She/he will be
responsible for financial planning and budgeting, management of funds,
financial reporting and accountability, awards and grants management and
compliance, functionality of internal controls, efficiency and effectiveness of
funds to ensure project success. She/he will provide oversight supervision to
the departments of IT, Awards and Compliance, Administration, Human Resources
and Operations.
Director, Financial Management and Operations will be responsible for the
overall financial management and administration of the activity. She/he will be
responsible for financial planning and budgeting, management of funds,
financial reporting and accountability, awards and grants management and
compliance, functionality of internal controls, efficiency and effectiveness of
funds to ensure project success. She/he will provide oversight supervision to
the departments of IT, Awards and Compliance, Administration, Human Resources
and Operations.
Key Duties and Responsibilities:
- Steer
the budget development process and develop systems to ensure activities
are implemented in line with approved budgets, develop budget tools and
systems for financial reporting on Doth strategy and operations and
oversee long-term budgetary planning and cost management. - Guide
and manage all finances of the organisation to ensure efficiency and
effectiveness and establish and maintain a strong internal control
environment. - Oversee
the process of establishing sub-agreements with partners; - Ensure
timely funding and implementation of these agreements. - Actively
promote a “culture of compliance” and ensure that it is adopted by the
country program by providing clear guidance to all staff, maintaining
up-to-date knowledge of all applicable rules and regulations, and
developing and monitoring systems. - Take
lead in preparing for and facilitating the auditing activities of internal
auditor, as well as any operational review on behalf of a donor, external
auditor, or in-country governmental organization. - Manage
all process for identifying appropriate goods and services to be purchased
in order to support organization needs and that procurement is done in
compliance with stated policies and procedures. - Manage
the safety and security strategy implementation and effectiveness.
Qualifications, Skills and Experience:
- The
candidate should hold a Master’s Degree in Business Administration,
Finance, Accounting or other relevant Field from a reputable university. - At
least eight years’ experience in administration and financial management
of large scale, complex, international programs - Significant
experience of Management of donor funds, subcontracts and grants - Strong
English written and communication skills - Excellent
interpersonal skills and ability to work in a team - Possess
a good track record of performance and high level integrity
