mission is to save lives and improve the health of the world’s poorest and most
vulnerable people by closing the gap between knowledge and action in public
health. Together with our partners, we are helping managers and leaders in
developing countries to create stronger management systems that improve health
services for the greatest health impact.
Strengthening for Health Commodities is a five year program supporting the
Government of Uganda’s health system to improve the availability and
accessibility of essential medicines and health supplies (EMHS).The expected
results of are to:1) strengthen national policies and strategies and support
cost-effective, equitable, and transparent utilization of EMHS resources; 2)
strengthen country capacity for effective management and utilization of EMHS;
and 3) increase availability and access of EMHS among priority populations.
Technical Officer will support Joint Medical Stores (JMS) in the areas of
logistics, supply chain, logistics information systems and build the capacity
among Private not for Profit (PNFP) and Private for Profit (PFP) facilities in
the areas of logistics. S/he will design, develop and implement HIV/ AIDS commodities
logistics systems. I
- Design,
implement and monitor the JMS Logistics Management information system. - Offer
technical assistance and oversight to PNFPs/PFPs palliative care and
treatment facilities in planning, development and implementation of an
effective drug and laboratory logistics system and recommend effective
operations consistent with the overall HIV/AIDS program. - Support
PNFP/PFP facilities make timely accurate orders for HIV commodities using
the web-based ordering system - Support
PNFPs/PFPs and implementing partners in the design, development and
implementation of HIV/AIDS program commodities logistics system and
monitor and report on system performance. - Also,
support PNFPs/PFPs and implementing partners to prepare annual work plans
for implementing, monitoring and evaluating the HIV/ AIDS logistics
system. - In
charge of developing HIV/AIDS logistics training plans and periodically
train PNFPs/PFPs logistics officers in HIV/AIDS drugs and laboratory logistics
systems. - Prepare
technical and status/progress reports on HIV/AIDS logistics system
performance and implementation activities. - Ensure
the collection of all required commodity orders, stock information returns
and reports related to HIV commodities distribution. - Offer
supervision, leadership and guidance to PNFPs/PFPs through quarterly
support supervision, onsite mentoring and training of medical staff in
logistics management - Develop
and implement appropriate inventory management system for all medical
equipment at PNFPs/PFPs, clinical supplies and all project related
materials. - Responsible
for the design, implement, monitor and evaluate delivery schedules and
delivery methods for all PNFPs/PFPs ARVs, laboratory reagents, and other
medical supplies.
- The
candidate should hold a good bachelor’s degree in a health area; such as
pharmacy or logistics management - Three
or more years work experience in providing logistics management assistance
especially in the area of warehousing, supply chain management,
quantification and procurement - Past
experience with medicines Logistics management information systems - Working
experience in Uganda with knowledge and comprehensive understanding of the
Uganda public health system - Previous
experience with USAID supported programs is an added advantage - Proven
ability to collaborate with other stakeholders in developing creative and
strategic solutions to achieve common goals - Willingness
to be flexible and adapt to changing priorities and shifting deadlines - Demonstrated
strong organizational, administrative, communications and reporting skills - Strong
teamwork and team-building skills - Strong
English skills required, including ability to write lucid technical
reports and documents - Demonstrated
computer skills, including knowledge of Windows, Microsoft Word, Excel and
Power Point.
