About USAID IRS Project:
The USAID-funded Uganda IRS
Phase II Project’s objective is to conduct an ambitious spraying program and
establish the foundation for sustainable, effective, high-quality IRS
activities.
Job Summary: The IRS II
Project Field Coordinator will act as the principal coordinator between the
project support team and the District Officials to plan, implement and evaluate
field spray operations within allocated areas of jurisdiction. To support
transfer of skills from the project to staff within the District to ensure
that, over time, there is adequate local capacity to implement a spray
operation with minimal external support.
Key Duties and Responsibilities: 
1. Planning of spray
activities (30%)
  • Based
    on agreed project master plan, coordinate with project technical and
    administrative colleagues and relevant District Officials to ensure
    development of detailed implementation plan for the District;
  • Maintain
    liaison activities between IRS Project and local government officials;
  • Report
    to supervisor on any areas of concern which could negatively affect the
    planned spray operations.
  • Support
    the District and Local Government Officials to carry out Micro-Planning
    sessions;
  • Assist
    District and Local Government Officials in the identification and
    preparation of physical infrastructure (e.g., parish level stores, soak
    pits and bathing areas) to support upcoming spray operations;
  • Assist
    District and Local Government Officials in the identification and
    recruitment of spray personnel (e.g., supervisors, data collectors and
    data entry clerks, store keepers, wash persons, team leaders, spray
    operators and security guards);
2. Implementation of pre-spray
activities  (25%)
  • Support
    the District and Local Government Officials to conduct training activities
    as required for spray personnel (e.g., TOT, refresher courses);
  • Work
    in close coordination with the Sr. Logistics Manager and District
    Officials, ensure timely distribution of required materials and equipment
    to district and parish stores in advance of spray activities;
  • Work
    in liaison with District Officials, ensure that all agreed IEC/BCC
    activities are conducted in a timely manner, and that communities are well
    prepared to receive spray teams;
  • Ensure
    timely provision of project resources which may be required to ensure
    smooth implementation of spray activities (e.g., funds for fuel for
    supervision and other resources as may be agreed at the planning stage).
3. Coordination and Management
of spray activities (25%)
  • Actively
    collaborate with District Officials in the supervision of the activities
    of sub-county supervisors and others (e.g., spray team leaders, data
    clerks) to ensure compliance with all agreed policies, standards and
    guidelines (e.g., spray method, data reporting, inventory management,
    environmental compliance, security);
  • Ensure
    coordination with project technical teams (e.g., M&E, logistics,
    environmental compliance) and capacity development manager to build
    district capacity in line departments so as  to allow the districts take over
    spraying with time with minimal external support;
  • Work
    closely with relevant District Officials, oversee management of parish
    stores to ensure proper inventory controls are in place and that no stock
    shortages occur;
  • Send
    weekly reports to  Field Operation
    Manager and other colleagues, with particular emphasis on supervision
    activities and field activities needing further intervention;
  • Provide
    ad-hoc reports to project colleagues and District Officials on issues
    requiring urgent attention;
  • Work
    closely with District Officials to ensure established targets are met in
    terms of overall coverage (e.g., % of sprayable houses sprayed) and spray
    rates (houses per sachet, houses per spray operator per day);
  • Keenly
    track available data from project M&E team, and identify areas
    requiring investigation. Follow up with District Officials to ensure that
    investigations are promptly carried out;
  • Ensure
    that all project data on spray operations is shared with all relevant
    District Officials.
4. Post-Spray Activities (20%)
  • Support
    District Officials in the preparation of the End of Spray report using an
    agreed format;
  • In
    collaboration with the district officials, ensure timely retrieval of
    logistics from the Parish stores to the district stores
  • In
    collaboration with the district officials, ensure that all Parish stores
    are properly handed over to the relevant authorities
  • Based
    on results of the spray round and feedback from District Officials,
    propose recommendations to  Field
    Operation Manager on lessons learned, with particular emphasis on changes
    and innovations which could lead to improved results;
  • Work
    closely with District Officials, review spray data and investigate any
    anomalies which may appear (e.g., significant and unexpected changes to
    numbers of houses found during the round);
  • Support
    District Officials to use established tools and methods to determine
    proper quantities of materials and equipment required for upcoming spray
    operations;
  • Review
    training materials and make recommendations to technical staff for
    improvements in order to obtain desired goals;
  • Perform
    any other tasks as may be assigned by the supervisor. 
Qualifications, Skills and Experience: 
  • The
    candidate should possess a Bachelor’s Degree in project management other
    relevant field;
  • Four
    or more years’ professional work experience in implementing projects in
    the field, preferably with operations aimed at improving public health;
  • Strong
    leadership, management, and organizational skills;
  • Tactfulness
    and excellent communication skills;
  • Possess
    a “Can-Do” attitude and enthusiasm.
