About USAID Project:
Abt Associates Program
Operations seeks to implement an upcoming USAID-funded project in Uganda whose
focus will be on health systems strengthening and providing technical
assistance and capacity building at the district level. 
Job Summary: The Program
Operations Advisor will offer technical support to the Chief of Party in
developing management strategies and systems for achievement of all
contract/program objectives. S/he advises the senior management team, including
the Chief of Party, on the project’s procurement, finance, and operations
functions, working with the technical staff to ensure all project objectives
and deliverables are achieved on time and on budget.
Key Duties and Responsibilities: 
  • Plans
    and directs schedules and monitors budget/spending, in collaboration with
    finance staff and COP.
  • Actively
    monitors the project/program from initiation through delivery.
  • Organizes
    the interdepartmental activities ensuring completion of the
    project/program on schedule and within budget constraints.
  • Supports
    in the selection, development, and evaluation of personnel to ensure the
    efficient program implementation.
  • Assists
    the COP to manage, implement, and monitor systems, services, staff and
    budgets to achieve financial, administrative and programmatic goals.
  • Offers
    timely and accurate financial and programmatic reports to company
    management and donors as required.
  • Responsible
    for preparing and monitoring approved budgets for assigned projects.
    Approves all expenditures relating to budgets.
  • Mentors
    and supports operations and program staff.
  • Organizes
    regular team meetings to establish quality working relationships between
    the operations team members and other project staff.
  • Manages
    all transaction and procurement activities.
  • Ensures
    the prompt implementation of financial and contractual reviews and
    approvals for project activities and prompt review and payment of
    invoices.
  • Actively
    participates in management team meetings and other forums.
Qualifications, Skills and Experience: 
  • The
    USAID Project job holder should hold a Master’s degree
  • Seven
    to ten years of relevant experience or the equivalent combination of
    education and work experience.
  • Proven
    experience working with government-funded projects through a variety of
    funding mechanisms including contracts, cooperative agreements, and
    grants.
  • Significant
    experience working on financial management, analysis and reporting for
    USAID-funded projects.
  • Demonstrated
    experience in accounting, budget preparation, cost analysis and financial
    management required.
  • Demonstrated
    success in supervising staff required.
  • Excellent
    oral and written communication skills.
  • Strong
    critical thinking and problem solving skills.
  • Demonstrated
    project management and technical skills; Ability to work independently on
    several projects.
  • Previous
    experience in managing complex projects that are strategic in nature and
    international in scope.
  • Highly
    articulate, professional and able to communicate in a clear, positive
    manner with clients and staff.
