About RSCE:
The Regional Service Centre Steering
Committee is the decision-making body for RSCE, in compliance with General
Assembly resolutions, United Nations Secretariat rules and regulations,
strategic guidance from United Nations Headquarters and oversight bodies. The
Steering Committee consults with the Global Field Support Strategy
Implementation Coordination Team, as required.
The Regional Service Centre, as
approved by the Member States, is owned, managed and staffed by the regional
missions it serves. This framework reinforces the existing missions’ chain of
command structures and lines of authority in a manner that does not create an
additional layer between Headquarters and the regional missions. It also
ensures that staffing for RSCE will be achieved through the redeployment of resources
from the regional missions it serves.
Key Duties and Responsibilities: 
Within delegated authority,
the Telecommunications Technicians will be responsible for, but not limited to,
the following duties:
  • In
    charge of installing, commissioning and maintaining HF base and mobile
    transceivers; HF email systems; VHF and UHF base stations, repeaters,
    mobile, and handheld units; trunking systems; Digital Microwave Links
    including VSAT system.
  • Erect
    antenna masts and install wide range of VHF/UHF and HF antennas.
  • Provide
    connectivity to PABX for telephone services.
  • Responsible
    for installing and maintaining auxiliary power system.
  • Support
    in the pre-planning VHF/UHF/HF network configuration; coordinate rigging
    requirements.
  • Program
    transceivers installing appropriate frequencies and other pre-set
    technical parameters.
  • Ensure
    UHF/VHF repeater interconnectivity for maximum coverage.
  • Perform
    HF field strength measurements and propagation tests; ascertain the best
    night/day frequencies; monitor frequency efficiency; advises the
    supervisor accordingly.
  • Identify
    the source of any man-made radio interference; implement remedial action;
    recommend any changes of frequencies required; and advise the supervisor
    accordingly.
  • Perform
    any other duties as directed by the Supervisor.
Qualifications, Skills and Experience: 
  • The
    candidate should preferably hold a High School Diploma or Higher National
    Diploma in Telecommunications or Electronic Engineering plus a combination
    of supplemental courses/technical certification in related fields
    including extensive practical expertise in a wide range of
    telecommunications equipment.
  • At
    least five years of progressively responsible technical experience in
    telecommunications installations and equipment, demonstrating hands-on
    expertise with HFA/HF/UHF radio, PABX, VSAT, wireless, satellite, WAN and
    LAN technologies in a globally distributed telecommunications operation.
  • Possess
    a valid driving license is essential.
Language; Good working knowledge of English and the
language of the duty station. Working knowledge of a second official UN
language is desirable.
