Job Summary: The Finance
and Administrative Manager will be responsible for efficient oversight of the
financial and administrative systems for field projects. S/he works closely
with Project Coordinator, Technical Director, the Country Director and the
overseas project team to provide daily direction and support to JSI/Uganda. The
Finance Manager works alongside other project members in all operational
aspects of field and project management and financial aspects of proposal
budget development. The Finance and Administrative Manager will steer the JSI
project and support the JSI/Uganda Office in administering and accounting for
human, material and financial resources. She or he will be responsible for
maintaining office space at national level and possibly in a number of district
hubs in the coming years, and for establishing and facilitating the use by
staff of project financial, administrative, personnel, logistics, and communications
systems. The FAM will ensure consistent adherence to JSI Research &
Training, Inc. (JSI) regulations, policies and standard accounting procedures,
donor regulations and Uganda laws. He/she will work under the direction of the
Finance and Contracts Manager with day to day supervision from the JSI Uganda
Technical Director and will maintain ongoing, open communications with
MCSP/Uganda and other affiliated offices in Uganda and in the US.
Key Duties and Responsibilities: 
  • Develop
    and maintain JSI’s financial, administrative, and personnel systems for
    use by the Uganda office
  • Assist
    JSI/Uganda offices in Kampala and possibly establish and support in
    district hubs in the future
  • In
    charge of procuring inventory and maintain, furniture and equipment for the
    Kampala and district offices
  • Develop
    and maintain operational and financial procedures that facilitate the work
    of project staff and their counterparts
  • Work
    to align policies, procedures and increase cost and operational efficiency
    when possible
  • Oversee
    the recruitment and training of the JSI project’s administrative and
    support staff in all offices; organize and engage in team building
    activities to ensure a well-informed and cohesive staff
  • Supervise
    financial and administrative staff working in the Kampala and district
    offices
  • Ensure
    compliance with donor regulations and JSI policies and procedures in the
    implementation of all project activities
  • Support
    the Finance and Contracts Manager and JSI Technical Manager in contract
    compliance and related issues
  • In
    charge of negotiating grants and contracts with non-governmental
    organizations (NGO), should such grants and contracts be required
  • Establish
    and maintain clear and regular communications with district teams and
    offices to maximize operational effectiveness
  • Assist
    the Technical Manager in maintaining an open and continual information
    link with JSI headquarters in the US
  • Consolidate
    and provide consolidated monthly field financial reports to Technical
    Manager and JSI headquarters in the US
  • Ensure
    all transactions and activities are conducted in accordance with generally
    accepted accounting principles or standards
  • Support
    the Senior Technical Manager in ensuring that JSI Uganda financial
    controls and systems comply with JSI accounting practices and meet donor
    standards
  • Act
    as primary lead in any audits or finance and administrative reviews of the
    Kampala and/or district-level offices
Qualifications, Skills and Experience: 
  • The
    applicants for the aforementioned non-profit organization career should
    hold a BA in business, accounting, or related field
  • Six
    or more years or more of experience working on a project sponsored by the
    US Government and /or an international NGO
  • Past
    exposure and experience in the management of international contracts and
    grants preferred
  • Proven
    skills and practice in financial management
  • Prior
    experience supervising finance and administrative employees based in
    multiple locations
  • Working
    knowledge of international donor regulations, including USAID, a plus
  • Computer
    literacy i.e. advanced skills in the use of Quickbooks, Microsoft (MS)
    Office, including MS Word, Excel and PowerPoint
  • Proficiency
    in written and spoken English
