represented by the Ministry of Finance, Planning and Economic Development
(MoFPED), with the support of International Fund for Agricultural Development
(IFAD) have jointly designed the Project for Financial Inclusion in Rural Areas
– PROFIRA. This is a seven years project funded through a loan extended to
Government by IFAD. The overall goal of PROFIRA is to contribute to Governments
effort to increase incomes, improve food security and reduce vulnerability in
rural areas. The development objective is to substantially increase access to,
and usage of financial services by the rural poor population. PROFIRA aims to
achieve its goal and objective through the implementation of three components:
(a) SACCO Strengthening and Sustainability (b) Community Based Financial
Services CSCGs and (c) Support toward the establishment of Policy and
Institutional Support.
and Contracts Manager is responsible for Management of the Procurement and
Disposal Unit- PDU, and all procurement under the project and for maintaining
all the procurement documentation.
- In
charge of setting up of appropriate procurement systems and procedures for
effective planning and monitoring of procurements under the project. - Relate
with all implementing entities and service provider in relation to their
responsibilities and requirements with respect to procurement according to
the prevailing government practices and consistent with IFAD guidelines. - Manage
the preparations and consolidation of the Procurement Plan as an integral
part of the PROFIRA Annual Work plan and Budgets. - Oversee
the contracting process, including ensuring that Evaluation Committees are
functional and poses the desired expertise. - Actively
monitor implementation of contracts, prepare procurement performance/
status reports and identify challenges and draw them to the attention of
the Project Manager on routine basis. - Maintain
all procurement records and a register, and conduct regular internal
procurement audits. - Ensure
adherence to/with the provisions in the loan agreement and with the Public
procurement and Disposal of Assets (PPDA) act of Uganda. - Prepare
quarterly reports of progress with implementation of the procurement Plan,
and regularly report to the Project Management. - Perform
any other activities that are assigned under the Project.
- The
candidate must hold an honours’ degree in Business Administration, Finance
or related discipline, and specific training in Procurement. - Possession
of a Masters’ Degree in Business Administration, Finance or related
subject and specific training in Procurement will be an added advantage. - The
applicant must have valid CIPS Membership - At
least five years of relevant work experience, preferably including
experience in procurement in government /donor projects or large
institutions. - Possess
the ability to work well in teams and interact with a wide range of
private sector partners and government representatives. - Good
working knowledge of work planning and reporting. - Excellent
quantitative and analytical skills. - Computer-
Literacy skills and well-versed in the use of Excel and Word.
