leading independent leaf tobacco merchant. Multinational manufacturers of
consumer tobacco products rely on independent merchants such as Alliance One to
supply the majority of their leaf. As a result Alliance One purchases tobacco
in more than 45 countries and serves manufacturers of cigarettes and other
consumer tobacco products in over 90 countries.
With its global headquarters in
Raleigh, North Carolina, USA, Alliance One proudly claims broad geographic
processing capabilities, a diversified product offering, and an established
customer base, which includes all of the major consumer tobacco product
manufacturers. They select, purchase, process, pack, store, ship, and, in
certain developing markets, provide agronomy expertise and financing for
growing leaf tobacco.
Alliance One’s revenues are
primarily comprised of sales of processed tobacco and fees charged for related
services to manufacturers of consumer tobacco products around the world. They
do not manufacture cigarettes or other consumer tobacco products.
Key Duties and Responsibilities: 
1. Legal and Security
Services:
  • Consults
    with Country Agronomist, MD and FC on security levels required per
    Supplier.
  • Requests
    external legal practitioners to prepare appropriate security documentation
    e.g. Agricultural Charges / Growers Contracts / Subordination Agreements
    relating to Advances to Suppliers
  • Works
    in liaison with Suppliers in respect of signing, sealing and submission of
    documents to the legal practitioners 
    for registration
  • Maintains
    hard copies of duly executed security documents at AOU Head Office after
    registration at Registrar of Companies
  • Maintains
    original copies of securities lodged in a secure place  located at AOU Head Office
  • Liaises,
    obtains legal advice and attends Court, with the company’s lawyers
    regarding legal issues
  • Maintains
    copies of court records and supporting documentation.
  • Maintains
    the Compliance records of the Company as Compliance Manager
2. Human Resources Management
and Control:
  • Develops
    the necessary plan/s to ensure that AOU achieves its agreed goals and
    objectives, meets departmental staff on a quarterly basis, identifies and
    agrees key result areas, key objectives/tasks and action plan;
  • Overviews,
    updates and maintains the departmental organisation structure/s;
  • Identifies
    possible vacancies and where applicable, suitable candidates internally or
    externally, and arranges for their appointments.
3. Reward of Staff:
  • Ensures
    according to HR policy that the correct reward procedures are in place
    (the job evaluation, performance management and salary structure systems);
  • Intuitively
    checks that each staff member is being accurately and fairly remunerated
    based on these systems, and takes corrective action when necessary;
  • Arranges
    for the necessary performance interviews between supervisor and
    subordinate, and ensures that performance deficiencies are addressed (for
    example through a training programme);
  • Formulates,
    reviews and updates HR policies in liaison with Regional HR, and local MD
    and FC.
  • Manages
    the Paterson System of Job Evaluation, and through the Steering Committee,
    checks that the maintenance of the system is implemented with agreed
    standards
  • Ensures
    that the Corporate change management process is being applied in AOU
4. Company Conditions of
Service and Employment:
  • Maintains
    company benefits schedule and staff records and discusses anomalies with
    MD and FC;
  • Implements,
    monitors and controls staff medical scheme in liaison with external
    medical practitioners
  • Updates
    and ensures maintenance of the Company Conditions of Service (such as
    leave regulations).
  • Manages
    and controls, through the Office Administrator, the Company work permits.
  • Manages
    and controls the Company vehicles (approximately 25) including
    documentation (Road Tax, COMESA, Interpol, and Carbon Tax).
  • Monitors
    and controls SRP obligations in conjunction with Departmental Heads and
    regional offices.
5. Procurement Administration
and Control:
  • Actions
    requests from HOD for local and foreign purchases, and arranges for
    electronic PO’s from Finance Department.
  • Approves
    the purchase of Company Stores (fertilisers, chemicals, inputs, bale
    tickets, truck seals, hessian and stationery)
6. Company Secretarial
Services:
  • Maintains
    statutory records
  • Records
    and distributes minutes of board and management meetings
7. Administration of Company
Insurances:
  • Works
    closely with external insurance broker viz.  Marsh on local insurance requirements
    (for example, vehicles, plant and equipment, public liability, personal
    accident and workmen’s compensation).
  • Monitors
    and controls insurance claims which have been processed by the Office
    Administrator, Kampala.
8. General Office
Administration:
  • Monitors
    and controls reception, and ensures that customers and members of the
    public are well attended to.
  • Monitors
    and controls office cleaning staff and facilities
9. Financial Management and
Control:
  • Receives
    relevant data from finance, prepares and consolidates (where applicable)
    and departmental budget/s for inclusion in the AOP budget
  • Reviews,
    monitors, identifies and addresses variances of actual to the budget on a
    monthly basis;
  • Discusses
    variances with relevant staff, and checks that corrective action is taken;
  • Controls
    department expenses by monitoring all financial movement (for example
    motor vehicle expenses).
 10. Management Payroll: Prepares and manages the Management Payroll.
Qualifications, Skills and Experience:  
  • The
    candidate should hold a University Degree from a reputable institution.
    Hold Post graduate qualification in Human Resource Management or a related
    discipline.
  • At
    least five years’ work-related HR experience with 3 years at a managerial
    level.
  • Possess
    the ability to effectively communicate in English.
  • Ability
