has been implementing WASH programs in Uganda since 2003. Historically, the
organization started implementing WASH projects in Northern Uganda (Pader
District) during emergency response to the insurgency caused by Lord’s
Resistance Army (LRA) rebels. As the context changed in 2007 the organization
focused on implementing WASH to support transition and crisis recovery for
vulnerable individuals returning to their homes and/or new settlements closer
to their places of origin.

WASH programming in Uganda focuses on six thematic areas
- Safe water supply
- Operation and maintenance of water sources
- Sanitation promotion
- Hygiene promotion
- Promoting coordination & networking
- Mainstream cross cutting issues (Reproductive health (including
HIV), nutrition, gender and resilience)
are complementary and essential for effective WASH Programming that will
contribute towards a reduction in morbidity and mortality associated diarrheal
diseases. By implementing these interventions, the WASH Programme aims to
improve the health status and quality of life for poor and vulnerable targeted
communities in five districts (see above).

to the persistent sustainability problems related to operation and maintenance
(O&M) of existing water points, the organization will utilize a market
based approach (M4P) to build capacity within the private sector to support
sustainable O&M services in Bugiri and Namayingo Districts in Eastern
Uganda. Concurrently, it will also research and design a sanitation marketing
component, which will also work directly through the private sector in the same
geographic area. The market based approaches will be implemented directly by
the organization’s team.
Country Programme Technical Excellence:
- Source and develop best practice policies and guideline for the its
WASH Programme - Design, develop, roll-out and technical backstopping to the WASH
team for all its WASH policies and guidelines - Directly responsible for the meaningful engagement in coordination
in collaboration with CSO partners in five districts through Project
Managers - Provide technical oversight to hardware specification and design
within the organization’s directives - Ensure technical support to LDG in water mapping using the National
Water atlas in five districts - Overall responsibility for the country Programme WASH budget
- Drive the implementation of the hygiene component of the WASH strategy
- Annual review of the organization’s WASH strategy and procedures
- In charge of the joint review of the annual WASH evaluation with
team and implementation partners
and Learning:
- Responsible for National networking with all WASH actors and detailed
and up to date knowledge of their Programme approaches and unique
competencies - Steer the planning and management of a regular national WASH
learning forum with relevant
- Work with the broader country Programme teams to ensure that our
programs provide integrated benefits to those we support. - Develop annual WASH learning papers of what works and what does not
- Render support in identifying funding opportunities and develop high
quality and successful funding applications - Undertake representation activities (including a good elevator
pitch) for the organization and more specifically for the country WASH
Programme - Carry out sourcing and development of fund raising activities for
the country WASH Programme and leverage their extensive knowledge of the
WASH sector and actors to support consortia bids
Assurance: In
collaboration with the organization’s Monitoring, Evaluation and Learning (MEL)
team, oversee the MEL systems for the country WASH Programme (including mobile
based databases)
based WASH programming:
- Leadership and direct line management of the new market based
approaches to O&M and Sanitation Marketing - Work in liaison with the organization’s WASH Business Enterprise
Mentor and the external business enterprise Technical Expert to support
market based approaches
back stopping of WASH CSO partners:
- Technical review of WASH partners proposals and implementation
- Directly responsible for the provision of technical back stopping to
five CSO in five districts through Project Managers
and capacity building of WASH team
- Direct technical and work plan oversight and responsibility for the
four district based WASH Project Managers - Ensure all managers have SMART Key Performance Indicators (KPI’s)
and review / appraise six monthly - Appraise teams’ capacity gaps and work with management to ensure
these are addressed
Coherence
- Ensure that the WASH Programme and its team and partners operate in
line with organization’s values - Active participation in country Programme management decision making
- Ensure knowledge and support to organizational policies and
procedures - Work and communicate closely with the organization’s Regional WASH
Advisor, based in Uganda with 25% of his time allocated to organization’s
and ensure that he is providing appropriate technical support
- The ideal candidate should hold a University degree in public health
or related discipline Of Ten years WASH programming experience - At least five years WASH Programme management experience
- Prior experience in the design and implementation of sanitation
marketing - Good English, written and ICT skills
- Proven ability to develop successful donor proposals and high
quality reports - Excellent budget management skills
- Excellent networking skills
- Working familiarity with WASH hardware and engineering is desired
- Past exposure and experience in the private sector, particularly
around business start-up and M4P is desired - Proven ability to write good project concepts, familiar with log
frames and monitoring and evaluation frameworks - Demonstrated previous experience in Community Led Total Sanitation
(CLTS) programming - Extensive working knowledge or experience in Hygiene promotion using
the Community Conversations Approach - Working knowledge of major donor’s government development agencies
