Job Summary: The Field
Purchasing Supervisor will be responsible for the daily operations of a
Procurement department at a project.
Key Duties and Responsibilities: 
  • Offers
    technical guidance and direction to a team of Field Buyers and Senior
    Field Buyers responsible for maintaining current, open and accurate
    communication with Task Order Buyer/Expeditor Leads and other management
    as required.
  • Assists
    the Task Order Procurement Team with the procurement of engineered
    equipment and more complicated materials and supplies.
  • Reports
    the results of the buying activities assigned to the Task Order
    Buyer/Expeditor Leads and other management as required.
  • Remains
    current on task order programs and issues that affect, or potentially may
    affect, program support.
  • Ensures
    buying acquisitions are completed in accordance with the Federal
    Acquisition Regulation and other appropriate Government Regulations.
  • Actively
    adheres to Project Procurement Practices, systems, and compliant
    methodology of documentation including recording, handling, processing and
    filing for the project.
  • Independently
    performs assigned buying activities to ensure Small Business Goals are an
    integral consideration in the award process.
  • Intuitively
    reviews Material Requisitions assigned for completeness, accuracy and
    required at site (RAS) date requirements.
  • Responsible
    for soliciting for pricing and availability from vendors, utilizing the
    current BOA holders to the fullest extent possible, analyzes quotations,
    makes Bid Analysis recommendations and awards purchase orders.
  • Determines
    Price Reasonableness and Source Selection criteria have adequately been
    satisfied and document the File with a File Summary Memorandum.
  • Enters
    the purchase order award data into the Expediting Module of Matman at time
    of award. Updates the Document Tracking Report (DTR) at every instance of
    change or progression. Maintains total responsibility for the assigned
    task order buying functions/activities and required reporting to Task
    Order Buyer/Expeditor Leads and other management, as required.
  • May
    supervise a team of subordinate employees, subcontractors, and/or labor
    broker personnel, in accordance with the “General Supervisory Duties and
    Responsibilities” addendum.
  • Performs
    all work safely in accordance with Fluor practices, actively participates
    in improving safety in the workplace, and if/when supervising others is
    responsible for their safety and safe work behaviors.
Qualifications, Skills and Experience: 
  • The
    ideal candidate should hold an Associate’s degree in a related field or an
    equivalent combination of education and experience,
  • Seven
    or more years directly related experience is required.
  • Working
    knowledge and practical application of daily Procurement buying activities
    required in support of Task Order schedules and milestones.
  • Working
    experience and practical application of the Procurement Matman Purchasing
    Modules utilized in the daily performance of Procurement buying.
  • Possess
    the ability to learn and progress in the appropriate and compliant
    methodology of maintaining current and accurate data, electronically, in
    the Matman Modules.
  • The
    experience should be primarily in the area of Procurement. Good
    interpersonal and communication skills.
  • Excellent
    computer literacy
  • Prior
    Military experience, and contractor on the battlefield experience is
    preferred
  • Successful
    assignments in Africa and or with Department of State also preferred
