Job Summary: The Africa
Regional Manager will steer the development and growth of the MRG Africa office
and b) to ensure the quality, compliance, and appropriateness of all activities
run from the office.  The post will
involve personally running some programmes and interventions as well as
supporting a small team (currently 5 people) to do so.
Key Duties and Responsibilities: 
1. Core Activities:
  • Steer
    the strategic development and growth of MRG’s projects and programmes in
    Africa. 
  • Design
    new programmes of work and interventions ensuring that they are high
    quality, well thought through, appropriate to the context, feasible,
    fundable and cost effective.
  • Fundraise
    for programmes in close liaison with fundraising colleagues, initiate and
    attend meetings with donors in the region, to be aware of upcoming funding
    opportunities in the region and ensure MRG utilises these where
    appropriate, write and submit funding applications to donors; maintain
    positive relations and dialogue with donors; report to donors in line with
    their requirements including provide regular donor reports, budgets and
    expenditure reports.
  • Support
    colleagues based in Africa on programme design, fundraising, programme
    implementation, training, budget management, donor compliance, research,
    commissioning consultants, safe travel, monitoring and evaluation and all
    other work related tasks.
  • Line
    manage approximately 5 colleagues based in Kampala and in the region.
  • Manage
    the administration of the Africa office including budgets, financial
    reporting, audits, property and equipment, and to lead staff liaison with
    MRG’s Trustees and an Africa Advisory Committee.
  • Attend
    events to represent MRG, to present MRG’s accumulated expertise on
    minority issues in Africa, to act as a spokesperson for the office at
    events and to the media.
  • Ensure
    that MRG Africa runs effective outreach programmes ensuring that relevant
    targets are aware of our work and programmes.
  • Work
    closely with partners, advocacy targets and other stakeholders in relation
    to MRG’s work (particularly where those contacts expect a senior contact
    or wish to give us feedback about a piece of work or decision). 
  • Take
    the lead role in MRG’s relationships with the African Commission on Human
    and People’s Rights and African Union. Lead for the whole of MRG
    internationally on MRG’s strategy towards, lobbying at and follow up with
    African Regional Mechanisms and bodies including ACHPR and African Union
    (but excluding African Courts – where legal teams lead).
  • Work
    closely with specialised colleagues and ensure that Africa office
    perspectives are included e.g. in Management Team (periodically), in MRG’s
    web presence, in legal cases work, in UN work, etc.
  • Plan
    own work on a regular basis in consultation with the supervisor and
    Programme Coordinators and liase with them in preparing work plans and
    delivery plans.
2. Office Management:
  • Manage
    the Regional office in line with statutory regulations, reporting to the
    supervisor where necessary, the Head of Finance, along with the Africa
    Advisory Committee of MRG’s International Council. 
  • Work
    with the Head of Finance to ensure all financial procedures are in place,
    to develop and manage office budgets, and ensure quarterly
    income/expenditure statements and balance sheets are made available. To
    also liaise with auditors as required.
  • Line
    manage Regional office finance staff, assistants, and interns.
  • Carry
    out any other tasks, such as liaising with MRG’s lawyers on ensuring the
    office continues to be registered in Uganda, rental agreements are in
    place, and other general duties.
3. General:
  • Undertakes
    such other tasks as may reasonably be requested by the supervisor.
  • The
    job holder will be required to maintain the pace of work which at times
    may be high, will need to meet deadlines and manage several tasks at the
    same time.
  • Respect
    and work towards full implementation of MRG’s Gender and Equal Opportunities
    Policies in all the work involved in this post.
  • Ensure
    that all activities and scripts in the regional programme include and are
    sensitive to gender issues and that MRG’s gender policy is implemented
    throughout all work involved in the regions.
4. Confidential information: Responsible for maintaining confidentiality
as the job holder will be required to have a very high level of access to
confidential information pertaining to MRG’s strategies, detailed financial
information, personnel issues, and also access to sensitive external
information which may impact on MRG’s activities.
           
Qualifications, Skills and Experience: 
  • The
    applicant should hold a degree in a relevant field i.e. international law,
    international relations, development studies
  • Some
    experience in the field of minority/human rights;
  • At
    least four years’ experience of work in the voluntary or NGO sector;
  • Past
    exposure and experience of at least three out of advocacy, legal,
    training, organisational capacity building or research programmes;
  • Four
    or more years’ experience of designing/implementing projects and budgets,
    including monitoring and evaluation.
  • Detailed
    knowledge of the project cycle, quality assurance and troubleshooting
    problems;
  • At
    least two years’ experience of office management responsibilities.
  • Excellent
    knowledge of minority issues in Africa, including recent economic,
    political and social developments gained through work experience, travel
    or study;
  • Good
    knowledge of basic human rights standards and conventions, and international
    and regional mechanisms;
  • Detailed
    knowledge of relevant networks of interested individuals and
    organisations;
  • Fluent
    in English and good working knowledge of French.
  • Good
    working knowledge of international and regional instruments relevant to minority
    rights;
  • Good
    working knowledge of a local language.
  • Past
    experience of working on minority or related issues;
  • Prior
    experience of living and working in several regions of Africa;
  • Past
    exposure and experience of advocacy at the UN;
  • Significant
    experience of advocacy at African Regional Mechanisms is desired
  • Good
    knowledge of Word, Excel, database use, e-mail and the internet;
  • Possess
    the ability to manage several tasks simultaneously and to organise and
    prioritise own work;
  • Ability
    to work on own initiative and stay calm under pressure;
  • Ability
    to assess and absorb information quickly;
  • Past
    experience of setting up and maintaining filing systems;
  • Good
    judgement
  • Good
    letter writing and numerical skills;
  • Possess
    the ability to communicate effectively orally and in writing;
  • Excellent
    written and spoken English, working knowledge of French;
  • Ability
    to maintain confidentiality;
  • Ability
    and willingness to travel for up to 8-10 weeks per year as required.
