Children’s Foundation – Uganda (Baylor -Uganda) headquartered at Mulago
hospital, is a comprehensive HIV care and treatment organization that supports
the treatment and care of HIV infected and affected Children and Adults. Baylor
– Uganda has four operational areas; HIV/AIDS care, treatment and prevention
services, maternal child health services, Health Professional training and
Clinical Research.
Job Summary: The Manager
Administration will oversee the development and monitor the implementation of
systems, policies and procedures for aligning the administration function to
the directorate mission and monitor the performance of the administration
department in line with Baylor Uganda’s mission
Key Duties and Responsibilities: 
  • Initiate,
    develop and monitor the implementation of policies and standard operating
    guidelines for general administration, Fleet, stock & Asset
    management, stores management and procurement in line with Baylor Uganda’s
    mission.
  • Actively
    monitor the compliance of the Administration teams in all regions to HR
    systems and policies as well as conduct supervisory HR support activities
    to maintain a competent & motivated “Unit Leaders under the
    Departmental of Administration” in line with the Human resources manual.
  • Periodically
    carry out Fleet management auditing to review the reliability and
    integrity of the availed information & activities and make appropriate
    recommendations to curb the risks & strengthen the related controls
    in line with the Baylor Uganda’s fleet management policy.
  • Develop
    service contracts/agreements for outsourced services and regularly monitor
    the performance of service providers to ensure that the contracts are respected
    in line with procurement policy and guidelines of Baylor Uganda and PPDA
    act.
  • Develop
    and monitor the implementation of the departmental work plans & budget
    in line with the financial guidelines and Organisation’s mission.
  • Periodically
    conduct Stores and assets auditing to review the reliability and integrity
    of stock and assets management information & activities and make
    appropriate recommendations to curb the risks & strengthen the related
    controls in line with the Baylor Uganda’s mission.
  • Responsible
    for developing a system for monitoring the importation, verification, and
    quality issues relating to drugs and medical equipment in line with
    National Drug Authority.
  • Develop
    an departmental ‘operation strategy based on holistic strategic thinking’
    and monitor its implementation through quarterly BSC in line with Baylor
    Uganda strategic plan and various policies in administration department
  • Develop
    and monitor the implementation of a business continuity plan in line with
    Baylor Uganda mandate
  • Prepare
    a consolidated monthly and quarterly departmental performance reports as
    per the set Departmental Balance Scorecard in line with the directorate
    mission
Qualifications, Skills and Experience: 
  • The
    ideal job holder should hold a Master’s Degree in Business Administration
    plus professional qualifications in Management or Logistics Management,
    Procurement or Accounting. Any legal related qualification or back ground
    (at most a diploma in law) will be an added advantage 
  • The candidate
    must also have a minimum of  six (6)
    years working experience, with three (3) years’ experience at senior
    management level in a reputable organization, in a reputable
    Non-Governmental Organisation
Personal Competencies: Team and communication skills, analytical
skills, networking and partnership skills. Must be dynamic, Persuasive &
convincing, self-motivated and able to demonstrate high initiative.
Age: 35-45 years.
