About OIOS:
The Office of Internal
Oversight Services (OIOS) was established in July 1994 as an operationally
independent office that assists the Secretary-General in fulfilling his
internal oversight responsibilities in respect of the resources and staff of
the Organization through monitoring, internal audit, inspection, evaluation and
investigation. The Office has the authority to initiate, carry out and report
on any action it considers necessary to fulfill its responsibilities with
regard to its oversight functions.
The Office assists Member
States and the Organization in protecting its assets and in ensuring the
compliance of programme activities with resolutions, regulations, rules and
policies as well as the more efficient and effective delivery of the
Organization’s activities; preventing and detecting fraud, waste, abuse,
malfeasance or mismanagement; and improving the delivery of the Organization’s
programmes and activities to enable it to achieve better results by determining
all factors affecting the efficient and effective implementation of programmes.
Key Duties and Responsibilities: 
Under the direct supervision
of the Chief Resident Investigator in the Regional Service Centre in Entebbe,
and within delegated authority, the incumbent is responsible for the following
duties:
  • Plans,
    organizes, conducts and manages investigations of cases of alleged
    misconduct, malfeasance, mismanagement, waste of resources, abuse of
    authority or  violations of UN
    Rules, Regulations and pertinent administrative issuances;
  • Takes
    lead and supervises a team or teams of investigators; coordinates and
    facilitate investigative activities of team members;
  • Defines
    the parameters and timetable of investigations; decides on the
    investigative tools to be employed; ensures that established procedures
    and policies are complied with;
  • Performs
    interviews and obtains statements; analyzes information;
  • In
    charge of gathering evidence; prepare testimony for tribunals, obtain and
    review pertinent documentation; conduct interviews and take statements;
    analyse facts, determine findings and formulate recommended corrective
    measure and related disciplinary and jurisdictional actions,
  • Prepares
    complete and concise investigation reports and other communications,
    reviews reports and other written submissions of his/her subordinates;
  • Manages
    resources and logistics of the Investigative unit at the duty station,
    evaluates performance of supervisees.
  • Works
    collaboratively with colleagues to achieve organizational goals in
    accordance with ID/OIOS standard operating procedures and in compliance
    with organizational regulations and rules.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the aforementioned United Nations OIOS job opportunity
    must hold an advanced university degree (Master’s degree or equivalent) in
    law, international law, criminal investigation, police studies or related
    fields. A first-level university degree in combination with two additional
    years of qualifying experience may be accepted in lieu of the advanced
    university degree.  A combination of
    a first-level university degree in the aforementioned field together with
    formal qualifications and/or certifications in investigations (military,
    police, federal/national intelligence agencies) and  two additional years of qualifying work
    experience may be accepted in lieu of the advanced university degree.
    Formal qualifications and/or certifications in Investigations (pursuant to
    a course of study, training and examinations of a state/national law
    enforcement institution, a national military academy or a federal/national
    intelligence service training institution, supplemented with professional
    development courses and/or certifications involving study, training and
    examinations in investigatory work) in combination with four additional
    years of qualifying work experience may be accepted in lieu of the
    first-level university degree.
  • At
    least seven years of progressively responsible experience in investigatory
    work including criminal and administrative investigations is required.
  • Past
    exposure and experience in investigation management and administration
    together with supervisory functions is required.
  • Significant
    experience with international investigation activities is desirable.
  • Prior
    experience with an international or multilateral public institution is
    desirable.
Languages: English and French are the working languages
of the United Nations Secretariat. For the post advertised, fluency in English
is required. Knowledge of French is desirable. Working knowledge of another
official United Nations language is an advantage.

knowledge of the conditions prevailing in areas where the United Nations
conducts peacekeeping missions; Shows pride in work and in achievements;

achieving results; is motivated by professional rather than personal concerns;
