About CEDP:
The Government of Uganda has
received credit from the World Bank towards implementation of the Competitive
and Enterprise Development Project (CEDP). The project development objective
(PDO) is to improve the competitiveness of enterprises in Uganda through
supporting reforms in priority productive and service sectors geared towards a
better investment climate with particular focus on MSMEs.
The 5 year project comprises of
four major components and will be implemented by seven agencies. However, the
overall coordination of the Project will lie with the Private Sector Foundation
Uganda (PSFU) through a Project Coordination Unit (PCU). One of the seven
implementing agencies is the Hotel and Tourism Training Institute (HTTI).
About HTTI:
The most important institution
for hospitality and tourism training in Uganda is the Hotel and
Tourism Training Institute
(HTTI) that has been operating since the mid -1980’s hosted in the Crested
Crane Hotel in Jinja. Major structural equipment upgrades are needed at HTTI
and staff capabilities must be enhanced to be able to produce a sufficient
number of graduates with the skills that meet industry demands. The recently
completed rapid situational assessment of the tourism sector indicated that
developing this institute is a priority. Physical plant conditions at the
Institute are deteriorating with some facilities already beyond renovation.
CEDP seeks to provide support to HTTI in addressing the gap between labor force
training and supporting infrastructure and equipment required for operation of
an international standard training facility.
The HTTI management needs
technical support to guide them in the project aimed at redeveloping the
Institute’s physical facilities and upgrading of its educational offerings to
enhance its performance.
Job Summary: The
Hospitality and Tourism Training Technical Specialist /Advisor will provide
on-going technical support and sector 
expertise to the Principal and management team of HTTI during the
planning, design and  construction period
of the new institute.
Key Duties and Responsibilities: 
  • The
    Technical Specialist/Advisor will support the HTTI management team by
    drawing upon global best practices in the tourism, hospitality and
    entrepreneurship education sector.
  • Offers
    guidance by supporting the team to plan proactively, meet critical
    timelines to succeed in making HTTI a centre of hotel and tourism training
    excellence.
  • Support
    the management team in preparing and following a roadmap for the  redevelopment of the Institute.
  • Work
    closely with management to review the redevelopment plan and draw the
    phased implementation plan/critical path for the redevelopment of the
    Institute.
  • Offer
    technical guidance to management on appropriate site plans, architectural
    designs for the redevelopment of the Institute.
  • Offer
    technical assistance to management in preparing procurement plans
    according to acceptable World Bank procedures and guidelines.
  • Support
    management in developing an appropriate management structure for the
    Institute.
  • Support
    efforts to upgrade and redesign training programmes.
  • Support
    the HTTI Principal with drafting and/or reviewing TORs as well as monitor
    outputs/deliverables of consultants.
  • The
    Technical specialist/Advisor will provide support for the planning and
    development of basic legal, administrative and  institutional arrangements for the
    operation and management of HTTI (including oversight, management team,
    operation and financing arrangements)
  • Intuitively
    review documents relevant to the rebuilding and repositioning HTTI as
    requested by the management team;
  • Guide
    the HTTI management team to develop plans and priorities for the
    development of the curriculum, partnerships, buildings and facilities
    through effective engagement of 
    consultants;
  • Support
    preparation of and review in a phased order action plans and
    implementation  programs to
    facilitate the seamless integration of the institute’s educational
    activities  with the teaching hotel
    and its operations.
Key Performance Indicators:
  • A
    reviewed implementation plan and phased critical path in place
  • Review
    of appropriate site plans and architectural designs drawn by architectural
    and design consultants.
  • Facilitation
    of acceptable procurement plans in line with World Bank requirements in
    place.
  • Support
    to HTTI in establishing an appropriate administrative and management
    structure for the Institute.
  • Guidance
    on incorporation of best practices and implementation expertise for the
    defining and establishment of the Institute’s academic and training
    programs as well as business plans.
Qualifications, Skills and Experience: 
  • The
    candidate should hold a good Master’s degree in hospitality and tourism or
    a related subject; as necessary, an equivalent combination of education
    and professional experience may be considered in lieu of formal education.
    Membership of the Institute of Hospitality and other international
    professional bodies is an added advantage.
  • Past
    exposure and experience in design and setting up hospitality training
    institutions with teaching hotels in emerging economies.
  • Thorough
    knowledge and understanding of the Tourism sector and East Africa Africa’s
    business environment.
  • Multi-country
    experience in hospitality and tourism skills development pedagogies and
    establishment of related institutions, including curricula,
    partnerships/alliances, administrative structures and human resources
    development.
  • Significant
    experience in designing and/or management of skills development and
    training institutes/programs, sustainable financing and PPP mechanisms.
  • Good
    knowledge and understanding of the models of developing market-driven and
    industry-led training programs; and experience in drawing up business and
    financial plans for implementation.
  • Proven
    capability to access tourism, hospitality entrepreneurship education
    information including best practices and global benchmarks and present
    these accurately and clearly at international, national, regional levels.
  • Working
    knowledge of best practices in similar/related Bank projects and donor
    activity in the area of hospitality and tourism education.
  • Strong
    planning presentation, mentoring and research skills.
  • Effective
    communication and mentoring skills with the ability to guide HTTI
    management and related stakeholders in the redevelopment and repositioning
    of the  Institute
  • Fluency
    in English and strong communication skills.
  • Availability
    and flexibility to travel internationally and work in Jinja as well as
    remotely.
