Nations High Commissioner for Human Rights (OHCHR) is a United Nations agency
that works to promote and protect the human rights that are guaranteed under
international law and stipulated in the Universal Declaration of Human Rights
of 1948. The office was established by the UN General Assembly on 20 December
1993 in the wake of the 1993 World Conference on Human Rights.
referred to the monitoring, reporting of the human rights situation in Uganda
(especially in Central Region, Northern Uganda and Karamoja) and based on the
latter, provide technical assistance and advice to the Government of Uganda and
the civil society for capacity building and institutional strengthening aimed
at overcoming human rights concerns.
Under the overall
supervision of the Head of Office/Deputy Head of Office and under the direct
supervision of the OHCHR Human Rights Officer and within delegated authority,
the National Programme Officer will be responsible for the following duties:
- Plan
and implement programs adequately to monitor the human rights situation in
their area of coverage; - In
charge of research and collect information pertaining to human rights
matters from a variety of data sources (e.g. communications, publications,
the press) to keep abreast of issues/events and provide up-to-date
information; - Support
in the analysis of information, including the impact on the human rights
situation in assigned area; - Responsible
for the timely entry of human rights cases in human rights database as
required; - Draft
a variety of reports, briefing papers, and correspondence relating to
human rights matters; - Maintain
awareness of current human rights issues, including relevant political and
legal developments in the region concerned; - Intuitively
review human rights issues, including gender considerations, and
contribute to the integration of these issues into relevant humanitarian
and development programs at regional/national level; - Develop
and implement human rights training programmes for national law enforcement
officials, legislators, representatives of civil society and human rights
non-governmental organizations (NGOs) in order to promote national
capacity building; - Develop
and implement a variety of programs at national and regional level to
strengthen the capacity of national institutions with responsibilities in
the area of human rights; - Plan
and implement effective programs and projects to promote human rights
awareness including sensitization and human rights education in general; - Actively
promote efforts for community mobilisation which focus on exercise of
rights by the population; - Where
required, represent the office on their own at meetings/coordination
forums with national authorities, UN agencies, and other partners; - Monitor
legislative developments with implications for human rights and offer
advice to Country Office and stakeholders; - Where
required, manage the day-to-day running of a field office and ensure its
effective functioning; - Perform
other related duties as required.
- The
ideal candidate for the United Nations UNDP Job Opportunity should possess
a Master’s Degree in Human Rights or any related field. - Three
or more years of relevant experience in national, regional, or
international organizations or non-governmental organizations, closely
related to the field of Human Rights; - Past
exposure and experience working with international human rights standards,
instruments and mechanisms, and knowledge and expertise of gender and
women’s rights issues would be an asset. - Excellent
analytical skills; - Resourcefulness,
initiative, maturity of judgment, tact, negotiating skills; - Possess
the ability to communicate clearly both orally and in writing; - Ability
to work in a team, and establish effective working relations with persons
of different national and cultural backgrounds; - Ability
to cope with situations which may threaten health or safety; flexibility
in accepting work assignments outside normal desk description; - Ability
to deal patiently and tactfully with people of different national and
cultural backgrounds.
Fluency in the local language in area of coverage is also required.

of institutional mandates, policies, guidelines, etc., related to human
rights; - Skill
in developing sources for data collection.
- Ability
to establish priorities and to plan, coordinate and monitor own work plan; - Demonstrated
ability to apply good judgment in the context of assignments given.
