and services which help them to regain their dignity. We build and refurbish prison
medical and educational facilities to provide innovative services and work to change
the attitudes of the societies we serve when it comes to criminal justice issues.
Job Summary: The M&E
Specialist will work to support the Programmes Coordinator in all data
collection, analysis, and learning activities to help ensure accountability and
efficiency from start to finish for all programs and projects, both new and
established throughout APP.
S/he will provide technical
field support to the M&E unit, work closely with Program teams to assess
field conditions, support capacity building initiatives, and facilitate the
collection of quality data under the supervision of the programmes coordinator.
Key Duties and Responsibilities:  
  • All
    field-based implementation of monitoring and evaluation activities as well
    as maintaining project and program M&E frameworks and other relevant
    documents.
  • S/he
    may be assigned to focus on supporting one or more specific grants or
    Projects within a program as assigned by the Country manager.
  • Participate
    in Fundraising for the un-funded activities.
  • Responsible
    for establishing a reliable and consistent set of Outcome Indicators for
    all program activities as well as developing an organisation-wide core set
    of indicators.
  • Intuitively
    reviewing and preparing monthly, quarterly and final narrative and
    financial donors’ reports.
  • Additionally,
    s/he will replace or work with other members of the team, as need be, on
    grants writing and set up, follow up of program expenses and indicators,
    implementation of processes, standard operating procedures and any other
    tasks given to her/him by the programmes coordinator.
  • Develop
    systematic protocols such as Most Significant Change qualitative story
    methodology.
  • Develop
    and administer the M&E database, and work to improve it to become more
    streamlined, accessible and relevant across all APP operations.
  • Develop,
    in coordination with the Finance Team, a system to ensure that the program
    planning, including inputs and targets, is aligned with the overall
    program log frames and other types of M&E indicators.
  • Synthesize
    and analyze data for summary and thematic reports on M&E findings.
  • Develop,
    refine and manage the process for regular reporting on findings and
    coordinate with appropriate departments for the dissemination of
    information.
  • Manage
    day-to-day operations of the M&E system, including support field
    officers in continued implementation of M&E tools and instruments.
  • Provide
    technical assistance and data for the M&E component of grant proposal
    development.
  • Foster
    and coordinate partnerships for independent, external assessments to
    attain good quality, third-party evaluation studies.
  • Create
    and maintain online and hardcopy M&E procedure manuals for field
    staff.
  • Coordinate,
    develop and facilitate training materials and presentations for capacity
    building of APP field staff in M&E procedures.
  • Stay
    abreast of the latest developments in M&E and network with other
    organizations for best practices and technical assistance.
  • Responsible
    for presenting analysis and production of reports
  • To
    analysis the data generated by the monitoring and evaluation process, and
    then produce and present management information for casework teams,
    directors and trustees that measures performance against agreed outcomes
    and targets.
  • Steer
    the production and analysis of data on the impact of APP’s work to be
    included in the organisation’s Annual Report, and any other impact
    reports, that is suitable for a variety of internal and external
    audiences.
  • Research
    in relation to policy and practice
  • Research
    and provide regular internal briefings on developments in policy and
    practice as it relates to any of the work that APP undertakes.
  • Research

    other grant giving organizations as it relates to any of the work that APP
    undertakes.
 Qualifications, Skills and Experience:  
  • The
    ideal candidate should preferably hold a Graduate degree in international
    development, economics, statistics or relevant field preferred.
  • Prior
    experience or qualifications in performance monitoring and evaluation for
    international development programs, including developing performance
    indicators, data collection and analysis or similar organization.
  • Excellent
    analytical skills.
  • Excellent
    oral and written communication skills.
  • Excellent
    interpersonal skills and team player.
  • Demonstrable
    experience of both qualitative and quantitative social research techniques
    in a work environment.
  • Excellent
    communications skills, proven both in writing and verbally.

  • Past
    exposure and experience in commissioning research from third parties, to
    meet agreed objectives.
  • Proven
    IT skills, with experience of developing, maintaining and manipulating
    large databases and using other analytical tools for research purposes.
  • Good
    knowledge of the charity sector.
  • Highly
    developed analytical skills, with the ability to apply creative solutions
    to complex problems.
  • Ability
    to work independently and as part of a small team.
  • Ability
    to be highly organized, in order to manage and prioritize workload.
  • Ability
    to create effective and efficient systems for gathering and analyzing
    complex data.
  • Ability
    to manage relationships with third parties in order to meet objectives on
    complex research projects.     
  • Possess
    the ability to take initiative, be self-motivating and exceed targets.
  • A
    high standard of literacy and numeracy.
  • Ability
    to work collaboratively, while taking a leadership role.
