About BTC:
The Belgian Development Agency, BTC and the Ministry of Health will soon start the implementation of the project “Institutional Support for the Private-Non-For Profit Health Sub-Sector (PNFP) to Promote Universal Health Coverage in Uganda”. The objective of the project is to “Contribute to strengthen service delivery capacity at district level to effectively implement PHC activities and deliver the Uganda National Minimum Health Care Package (UNMHCP) to the target population.”
About Project:
The project will be based at the MoH at the Central level and in two regions of Rwenzori and West Nile. For this project, BTC and MoH wish to recruit a fully qualified Ugandan to for the position of National Technical Assistant (NTA) for Rwenzori Region (based in Fort Portal) for a period of four years.
Job Summary: The National Technical Assistant will support the project manager and the ITA in performing particular duties, specifically the design and implementation of the RBF mechanisms in the field. S/he will work hand in hand with the National Technical Assistant at MoH level (NTA central).
Key Duties and Responsibilities: 
  • Support District Heath Services in the organization of activities related to the elaboration and implementation of health coverage (including hospital care coverage) plans and yearly operational plans.
  • Ensure that the DHMTs support, follow-up and control PNFP health facility business plans, yearly financial reports, and health services production reports.
  • Support the organization of joint supervision and evaluations activities, and joint meetings between DHO and PNFP coordination bodies.
  • Ensure technical and administrative support of DHMTs in the training of health professionals.
  • Support DHMT and DHO office in their work related to the RBF implementation.
  • Monitor the implementation of the RBF manual of procedure, including RBF scheme and RBF tools (information system, monitoring and evaluation, fiduciary system, contracts, business plans, etc.)
  • Take part in the independent verification of the PNFP health facilities’ performance.
  • Report to the national level of the lessons learned in the RBF implementation process.
  • Assist DHMT and PNFP sub-sector in costing exercises and comparative costing studies between the hospitals.
  • Significantly contribute in communication on RBF and conduct advocacy activities.
Qualifications, Skills and Experience: 
  • The ideal candidate should hold a Master’s Degree in Health Economics or Public Health and equivalent. Medical Doctor Degree will be an advantage.
  • A minimum of seven years’ experience in the field of Health Economics/Public Health
  • Prior experience in the design, implementation, M&E of business plan in health facilities
  • Capacity to work in a multidisciplinary and multicultural environment
  • Excellent interpersonal skills, including team management Good capacity to reflect and conceptualize from practice (including capacity to perform action research and theory-driven enquiry)
  • Strong capacity to manage Microsoft Office (Word, Excel, PowerPoint) and database software
  • Clinical background will be an added advantage
  • Prior experience in implementation of PBF or RBF mechanisms will be an added advantage.
