Job Summary: The
Catholic Relief Services Project Officer will be responsible for the
planning/designing, implementing and monitoring/evaluating of Expanding
Financial Inclusion in Africa (EFI) project activities in compliance with donor
requirements and expectations of CRS Uganda. The project officer will manage
the Mobile Money linkage component of the EFI project implemented by three
partners in Eastern Uganda. S/he will in addition provide support to the
overall objectives of the EFI project. S/he will make frequent field visits for
partner support and M&E on EFI performance.
Key Duties and Responsibilities: 
1. Project Support:
  • The
    incumbent will design and implement effective work plans that allow for
    timely and ongoing progress review of all key outputs and financials;
    monitor and report on partner performance on meeting obligations of
    partner agreement including targets and reporting deadlines.
  • Work
    in liaison with relevant CRS and partner staff to ensure that the project
    implementation is in accordance with CRS programming principles and CRS
    core values.
  • Take
    part in the design of developing and testing the long term savings product
    and identifying partners for linking SILC members to this product.
  • Responsible
    for the design and facilitation of 
    training workshops for partner staff and field teams in integration
    of SILC with the formal financial system via Mobile Money systems in
    Uganda
  • Actively
    monitor partner and project activities and progress against targets on a
    regular basis. Analyze the information captured through SILC MIS, other
    Mobile Money component specific data and provide monthly trend analysis.
  • Send
    monitoring reports with recommendations for follow-up action; report and
    suggest solutions for any concerns about partners or project related
    issues.
  • Work
    in liaison with MIS, M&E Staff and partners to ensure strong systems
    are in place for the development of surveys and project evaluations for
    the Mobile Money linkage component.
  • Carry
    out frequent field level monitoring and providing feedback and support to
    partners on program implementation.
  • Monitor
    and manage expenses for the project, ensuring adherence to Mobile Money
    component budgets and compliance with donor requirements.
  • Intuitively
    verify that progress reports and financial reports are received from
    partners prior to report submission deadline. Review and assess
    information provided by the partner in the narrative and financial
    reports. Take follow-up action as required.
  • Ensure
    the proper maintenance of all files, records and documents relating to the
    project.
2. Partner Support:
  • Introduce
    the new Mobile Money Integration with SILC concept to partners and do
    initial partner assessments to determine areas in need of capacity support
    with regard to Mobile Money Knowledge.
  • Steer
    the preparation and implementation of training and follow-up programme to
    all partner staff with regard to the integration of SILC and Mobile
    Payment systems.
  • Ensure
    partners are trained in and knowledgeable of all donor requirements and
    deadlines.
  • Actively
    support partners in financial advance and liquidation process, including
    processing requests for disbursement of project funds; reviewing and
    approving financial and narrative reports; and ensuring that partner
    manages and tracks expenses against approved budget.
  • Proactively
    seek out advice, support and any other technical assistance required by
    the partner to ensure timely, compliant and effective implementation of
    the project.
  • Perform
    any other duties as assigned by CRS senior management to support the
    project or partner. 
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the CRS job opportunity should hold a good Bachelor’s
    Degree in Economics, Microfinance, Business Administration, or banking and
    finance.
  • At
    least three years working for a non-governmental organization or a reputable
    international organization preferred.
  • Specialized
    knowledge of and experience with savings-led microfinance delivery
    methodologies (internal savings and lending models (Ex. SILC, VSLA, WORTH,
    Savings for Change)) preferred.
  • Specialised
    working knowledge of the Mobile Money, Banking Sector in Uganda
  • Past
    exposure and experience in New Product Development for Microfinance sector
  • Prior
    experience in some aspect of project cycle management.
  • Past
    experience in budget management, monitoring and evaluation tools and
    systems.
  • Prior
    experience with institutional strengthening and partnership building.
  • Excellent
    Computer, verbal and written communication skills.
  • Possess
    the ability to work effectively independently or in a team environment.

    inter-personal skills; demonstrating diplomacy and tact.
