HIV and AIDS Partnership Program (IRAPP)
and the GIS Team Leader
Disaster Resilience and Sustainability Initiative (IDDRSI). IDDRSI is a 15 year
strategy to be implemented by all IGAD member states in a holistic approach. It
is based on seven Priority Interventions Area (PIAs) covering IGAD’s arid and
semi-arid lands occupied mainly by pastoral communities. IDDRSI PIAs focus on
issues such as pastoral livelihoods, environment and natural resources,
disaster risk reduction, peace and security as well as market access and trade.
The implementation of this strategy requires a good integration of thematic
information generated from all PIAs. To do so the IGAD Secretariat has decided
to make use of GIS and Remote Sensing technology to generate knowledge to be
used for spatial planning and analysis. By using geospatial data and sharing
the output with a wide range of audiences. To this effect, the Secretariat is
forming a GIS and Remote Sensing team in charge of coordinating work related to
the topic matter from its Secretariat in Djibouti. The team will be interacting
actively with GIS experts from IGAD Specialized Offices for a better
integration and leverage of mapping and GIS based modeling products.
a central role in addressing the objectives and goals of IDDRSI mainly in
respect to basic social services focusing on health issues. In addition to
HIV/AIDS, health programmes include reproductive, child and neonatal health,
nutrition, TB and malaria. These programmes provide pastoral health services in
48 cross border sites.
Junior GIS and Remote Sensing Officer will primarily capture and map its
current pastoral health information. The main objective the jobholder will be
get geospatial data properly managed and new data collated and generated and
shared with other IGAD programmes and offices working on IDDRSI.
Responsibilities:
- Collate, retrieves, processes and analyzes
archive spatial data according
to the needs and requirements of ARAPP and the subject matter specialists in the organisation, - Assign appropriate meta data on the collected
datasets and geo database - Work closely with the IGAD Secretariat and
other fellow IGAD Specialized Offices, on the area of geospatial data
needs of IRAPP and IDDRSI - Work closely with IRRAP’S director,
coordinates GIS activities between IRAPP and other external agencies, the
IGAD Secretariat, other fellow IGAD offices and Member States - Work closely with other IGAD GIS experts
and under the guidance of the GIS team leader from IGAD Secretariat - Produce high quality maps in digital
format and hard copies for planning or reporting needs of the centre - Properly utilize the GIS equipment like
plotter and scanner in IRRAP office for GIS related work. - Support the preparation of presentations
and reports related to GIS activities of the IRAPP. - Oversee and maintain the organization’s
Geodatabase, including backups and linkages to other databases, if there
are any - Download, value add and upload GIS data
available from internal and external sources to make them usable to IRAPP
and other IDDRSI users - Capture GIS data in different formats
using satellite images, aerial photographs or other electronic spatial
data recorders, digitizers, and other means. Catalog and inventory these
GIS data, including metadata creation - Perform GIS data quality control,
including reviewing data for completeness and accuracy; identifying and
correcting errors or omissions in the data. - Quickly respond to other IRAPP and IDDRSI
priorities as per the request of IRRAP’s Director or the GSS Team Leader.
Experience:
- The candidate should preferably hold a
bachelor’s degree in geospatial related fields and some practical
experience in the field - Proficient with standard GIS software like
ERDAS IMAGNE, ArcGIS, ENVI and/or major open source programme like QGIS,
GRASS etc - Extensive knowledge of statistical
packages is desirable. - Proven skills in producing high quality
maps - Excellent command of English language.
French is an asset.
