About CEDP:
The Government of Uganda has
received credit from the World Bank towards implementation of the Competitive
and Enterprise Development Project (CEDP). The project development objective
(PDO) is to improve the competitiveness of enterprises in Uganda through
supporting reforms in priority productive and service sectors geared towards a
better investment climate with particular focus on MSMEs.
The 5 year project comprises of
four major components and will be implemented by seven agencies among them is
Uganda Registration Services Bureau (URSB). However, the overall coordination
of the Project will lie with the Private Sector Foundation Uganda (PSFU)
through a Project Coordination Unit (PCU). URSB will implement Component 2 of
CEDP: Business Registration and Business licensing reforms that aims at
reducing the burden for businesses in dealing with registration and licenses
procedure by creating an online one-stop-shop for business registration and an
e-registry for business licensing, and by implementing measures aimed to
simplify and streamline business registration and business licensing
procedures.
Job Summary: The World
Bank CEDP Project Information and Communications Technology (ICT) Specialist
will actively coordinate the development and deployment of on online business
registration and licensing computer applications platform while ensuring
security, reliability, and availability at all times.
Key Duties and Responsibilities: 
  • Harmonize
    the development of secure, interoperable online business registration and
    licensing software applications and content that supports business
    registration and licensing services;
  • Responsible
    for systems integration, and definition of application development
    standards and processes;
  • Set
    up applications test environment for quality assurance;
  • Compile
    an inventory of current and planned registration applications and identify
    areas for intervention and manage software asset including licenses;
  • Ensure
    that all work is documented using applicable standards, methods and tools;
  • Ensure
    compliance and adherence to guidelines for software certification and
    accreditation as developed by NITA and other relevant authorities ;
  • Development
    of the annual Project ICT work plans and budget;
  • Offer
    team leadership and staff supervision.
  • Manage
    and coordinate teams responsible for the enhancement, support and
    maintenance of the application;
  • Perform
    any other duties, which may be assigned from time to time by the Director
    ICT services.
Qualifications, Skills and Experience: 
  • The
    ICT Specialist should possess an honours Bachelor’s degree in Software
    Engineering, Computer Science, Information Systems, Information
    Technology, Engineering or its equivalent with postgraduate qualification
    in a relevant discipline like information technology or computer science
  • Professional/
    Industry IT Certification such as ITIL, CCNA, CCNP, MCSE, OCA, etc. is
    desirable.
  • Additional
    project management qualification like PMP or Prince2 is an added advantage
  • A
    minimum of five or more years of relevant working experience, three of
    which should have been at supervisory level
  • Past
    exposure and experience with online web service development is desirable
  • Software
    management skills is desirable
  • Past
    exposure and experience in enterprise application integration and
    applications such as ERP and CRM
  • Soft
    skills like management, leadership, communication, writing, presentation,
    listening skills, effective organizational and customer service skills
  • Prior
    project management experience.
  • The
    applicant must have expert knowledge in system design tools and
    development methodologies

  • Team
    leadership and staff supervision.
