Job Summary: The
Food Resource Manager will offer technical and oversight of the food aid
program in Adjumani and Arua to ensure quality food programming, systems and
procedures and accountability within the framework of World Vision and donor
standards and guidelines.
 

Key Duties and Responsibilities: 
1. Management Supervision:
  • Offer
    overall guidance and direction to the program team.
  • Represent
    World Vision (WV) in the Operations meetings with the  donor
  • Provide
    report/feedback to WV management on the progress of West Nile Food Program
    and to the donor.
  • Ensure
    that all food distribution and related activities are aligned to the World
    Vision food resources manual and donor requirements and guidelines.
  • Ensure
    submission of reports (narrative and invoices) are done on timely manner
  • Develop
    and implement staff capacity building plan for the food aid project staff
    to meet established standards through on the job training, workshops,
    conferences and any other appropriate methods.
  • Network
    and work closely with donors and food programming stakeholders for the
    acquisition of resources and to nurture partnerships and represent the
    organization in coordination meetings on matters related to food aid
    programming in West Nile region
2. Commodity Logistics and
Management:
  • Work
    closely with the donor logistics team to develop a comprehensive operating
    plan for the commodities management 
    including but not limited to receipts and dispatch schedules;
    logistics planning; preparing agreements related to food commodities
    management etc.
  • Instill
    a mechanism for monitoring receipts of food commodities and ensure WV
    logistics and warehouse staff are ready to receive food at primary
    warehouse in Adjumani and Arua;
  • Ensure
    appropriate loss claims are filed for shortages/damages realized.
  • Update
    and maintain a comprehensive commodity tracking system that ensures all
    commodities in WV custody are properly tracked and accounted for.
  • Regularly
    carry out monitoring visits in all commodity handling hubs to review the
    stock availability/requirements; monitor stock movements from the
    warehouses in Adjumani / Arua to final distribution points and ensure
    smooth flow of commodities and distribution process.
  • Ensure
    implementation of cost savings measures, and adherence to procurement
    policies.
  • Actively
    coordinate with Logistics Officer in managing the WV owned vehicle fleet
    ensuring the vehicles timely maintenance and adherence to WVI vehicle
    usage policies.

3. Reporting:

  • Work
    closely with Design Monitoring & Evaluation officers to collect
    information pertaining to program implementation.
  • Compile
    and submit weekly and monthly progress reports showing progress of the
    project, challenges and lesson learned.
  • Prepare
    quarterly and annual activity reports showing WV progress towards targets
    and achievements for the year; challenges, lesson learned and success
    stories.
  • Ensure
    that all reports are submitted to WVU technical teams, Food Programming
    Management Group (FPMG) and to the donor.
 
 
Qualifications, Skills and Experience: 
  • The
    Food Resource Manager for the World Vision Project should hold a Bachelors
    Degree in Business Administration, Economic Development, Social Sciences
    or in other related field.
  • Five
    or more years’ exposure to food aid programs management preferably with
    international experience.
  • Adequate
    knowledge and experience in food aid programs and donors standards
    appropriate to the management of the food programs.
  • Good
    working knowledge of the Sphere standards, Code of Conduct for Red Cross/
    Red crescent, Humanitarian Accountability Partnerships (HAP) and other
    international humanitarian standards
  • Significant
    experience in supervising staff and conducting capacity building
    workshops.
  • Comprehensive
    working knowledge of computer software like Commodity Tracking System
    (CTS), Excel etc
  • Possess
    the ability to effectively develop rapport and relate to donors, NGOs,
    counterparts, and government agencies
  • Must
    be willing to travel and a flexible approach to living conditions.
  • Must
    be a committed Christian, able to stand above denominational diversities.
