position subject to award of USAID’s Better Outcomes for Children and Youth in
Eastern and Northern Uganda program—a $24.5 million program with a large sub
grant component.
Evaluation and Learning (MEL) Director will be responsible for overseeing all
monitoring, evaluation and research activities for the program.
Responsibilities:
- Develop M&E and research tools and
develop and maintain systems to collect and analyze information on inputs,
outputs, outcomes and impact of the program - Assist the partners to develop, capture,
consolidate and report on mutually identified indicators and ensure high
quality and timely reporting of data and monitoring - Analyze monthly data and support training
of M&E personnel in quality assurance methods - Identify best practices and provide
recommendations - Coach, train and mentor staff and sub
grantees in various aspects of M&E and research and assist them to use
M&E systems - Manage operational research, qualitative
studies, and policy briefs to assess the impact of program activities
Experience:
- The ideal candidate should preferably hold
a good Master’s Degree or higher in in monitoring and evaluation, public
health, demography, health management, social science, biostatistics,
statistics, or a related field is required. - Three or more years of experience
supervising monitoring, evaluation and research efforts, preferably with
respect to child welfare and protection systems strengthening, capacity
building, economic strengthening, and service delivery. - Demonstrated strong quantitative or
mixed-method and analytical skills and ability to articulate technical
information clearly and effectively to both technical and non-technical audiences. - Demonstrated strong skills using MS Excel
Word, PowerPoint and Access, and at least one data management software
program (SAS, SPSS) and experience training others is highly desirable. - The candidate must have demonstrated
leadership qualities, depth and breadth of technical management expertise
and experience, and strong interpersonal, writing and oral presentation
skills.
