About Us:
The USAID/Uganda Private Health Support Program (the Program) aims to strengthen, organize and mobilize the private sector to provide Ugandans with the option of obtaining high-quality health services from private for profit (PFP) providers. The Program’s key objectives are:
· Expanded availability of health services by private service providers;
· Increased affordability of private health services and products; and
· Improved quality of private health sector facilities and services.
The Uganda private health sector is challenged with incomprehensive and low quality of care; a dysfunctional supply chain for health commodities and low clinical and health management capacity. Health system strengthening (HSS) is key in addressing these weaknesses.
Job Summary: The Health Systems Strengthening Team Lead will provide high quality technical advice and leadership in HSS for the private health sector.
Key Duties and Responsibilities:
· Steer the collaboration across program technical teams to identify, analyze, formulate, and implement activities to strengthen key systems (logistics, clinical capacity, Continuous Quality Improvement, information systems etc.) that support delivery of high quality health services in the private sector.
· Lead and coordinate efforts to strengthen program partner sites (high volume sites) to offer comprehensive integrated services
· Offer technical direction and guidance to private health providers in identifying evidence based approaches that are contextually appropriate to improve performance and retention of the health work force in the private sector
· Oversee short and long term technical assistance required for the successful design and implementation of HSS activities for the private sector
· Coordinate with relevant partners ( MoH, Councils, UHF and others) towards addressing HSS gaps in the private health sector
· Devise high quality operational research activities in key health themes within USAID/ Uganda Private Health Support program that lead to understanding of HSS in the private sector
Qualifications, Skills and Experience:
· The candidate should preferably hold a graduate degree in Medicine, public health or related clinical field
· At least five years of directly relevant work experience in health programs management, including health systems strengthening management
· Additional qualifications in institutional capacity building areas (training, quality improvement, systems strengthening) is desired
· Past exposure and experience working with private health sector in Uganda
· Prior experience in Technical Advisor roles for health systems/ services improvement
· Possess the ability to carry out facility specific assessments and draw plans for systems improvement interventions’ success
· Excellent analytical and report writing skills
· Willingness to travel extensively within the Program’s partner districts in Uganda.
