About USAID USSHC Program:
USAID funded Uganda Systems Strengthening for Health Commodities (USSHC) is a five year program supporting the Government of Uganda’s health system to improve the availability and accessibility of essential medicines and health supplies (EMHS).The expected results of USSHC are to:1) strengthen national policies and strategies and support cost-effective, equitable, and transparent utilization of EMHS resources; 2) strengthen country capacity for effective management and utilization of EMHS; and 3) increase availability and access of EMHS among priority populations.
Key Duties and Responsibilities:
- The Technical Officer, IP support will work with relevant USSHC staff, Implementing Partners staff, MOH staff and contractors to ensure effective implementation of SPARS in all non- USSHC districts.
- S/he will coordinate SPARS activities by Implementing Partners to ensure that they are able to adopt positive practices towards supply chain including the procurement, storage and distribution of essential medicines and supplies to assure continuous availability, accessibility, affordability and rational use of related commodities.
- The Technical Officer, IP Support will also be responsible for district based IP coordination activities in Non- USSHC districts like the District operational planning meetings.
- In addition the Technical Officer IP Support will work in collaboration with the Senior Technical Advisor/ Makerere University to develop and implement program for training implementing partner staff, Medicines Management Supervisors (MMS)
- Submit regular status reports on IP SPARS implementation
- Actively coordinate implementation of Peer strategy in non- USSHC districts Using the PIP/ DSDS Conduct regular M&E of IP performance for quality improvement purposes
- Work with NDA and the USSHC GPP team to ensure successful implementation of the GPP accreditation
Qualifications, Skills and Experience:
- The applicant should hold a degree in a health area; including pharmacy, medicine, public health; pharmacist preferred. Additional qualification in M&E an added advantage
- Three or more years’ experience in providing pharmaceutical management services especially in the area of supply chain
- Past exposure and experience in system strengthening related work preferred
- Prior work experience in coordination of USAID implementing partner activities at national level organizations
- Detailed knowledge and understanding of the Uganda public health system
- Demonstrated ability to collaborate with other stakeholders in developing creative and solutions to achieve common goals
- Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and PowerPoint
- Fluency in oral and written English required
- Training experience and skills an advantage
- Strong organizational and interpersonal skills and ability to work in a team-oriented environment
- Possess the ability to work in a multicultural environment
- Willingness to travel widely within the Uganda.
