incumbent will provide expertise and technical leadership to the project in
state-of-the-art and innovative approaches in water and sanitation including
health-related behavior change and service improvement. He/she will also
utilize a wide-range of change agents through community systems and
organizations, the private sector, Uganda health system and media. He/she will
be responsible for setting measurable standards for quality behavior change
communication and determining a clear plan for measuring impact of the projects
efforts in improving the environment in relation to water and sanitation and
health communication efforts in concert with other relevant USAID funded
projects and Government of Uganda strategies. Where requested, he/she will deputize
for the Chief of Party/Project Director or serve as the project’s
representative to USAID/Uganda, the Ministry of Health, other donors and
institutions, technical agencies and other participating organizations as
required. He/ she will manage the development and implementation of work plans;
ensure appropriate levels of technical assistance in program operations;
coordinate partner efforts in program implementation; and ensure accurate
program monitoring and reporting. He/she will work closely with the COP and
liaise as appropriate with: USAID Uganda, Government counterparts, and local
implementing agencies in coordinating their participation in project
development and implementation.
- The
Sanitation Advisor/Technical Lead/Associate Director should hold a
Master’s Degree in environmental health, water and sanitation, public
health, social sciences, international development, or a related field. - A
minimum of ten years senior technical experience in water and sanitation
with at least 5 years’ experience working in social and behavior change
communication. - Demonstrated
knowledge of USAID policies, procedures and approaches related to program
design/implementation, budgeting, monitoring and evaluation. - Demonstrated
use of innovative BCC mediums such as social media, mobile phones a plus. - Past
exposure and experience of working with private sector partners a plus. - Working
knowledge of the relevant water and sanitation issues, stakeholders and
activities in Uganda is highly desirable. - Demonstrated
capacity to build and maintain productive working relationships with a
wide network of partners and stakeholders. - Strong
written and oral communication skills.
