human rights, humanitarian action and peace and security. Placing women’s
rights at the centre of all its efforts, the UN Women leads and coordinates the
United Nations system-wide efforts to ensure that commitments on gender
equality and gender mainstreaming translate into action. It provides strong and
coherent leadership and technical advice in support of Member States’
priorities and efforts, building effective partnerships with civil society and
other relevant actors.
Programme Planning, Monitoring, Evaluation and Reporting Specialist (PPMER)
Specialist will be responsible for the planning, monitoring, reporting and
evaluation of the UN Women Uganda Programmes.

- Draw, document, disseminate and apply good
practices and lessons learnt in new and revised planning; - Ensure annual work planning processes are
well coordinated in line with the recommended timelines and guidelines
from Regional Office and Headquarters; - Work closely with the Regional PPME &
R Specialist, guide and coordinate the review of the DRF and OEEF plans
(or other planning frameworks) including the provision of technical advice
for the revision of deliverables and delivery planning; - Support /develop capacity of staff in the
country office and implementing partners to have a common understanding of
Results; Based Management (RBM) concepts, techniques and appreciate the
importance of RBM to achieving UN Women results; - Work in collaboration with the Deputy
Representative, assess the adequacy of results based monitoring, review
reporting arrangements by the country office and provide support to the
country office to adopt improved PMER systems; - Offer feedback as needed into
project/programme design, including providing feedback on programme
documents, theory of change and results matrices from PME perspective; - Reinforce budgeting for PPMER, employing
reviews of the programme documents; supporting identification of
monitoring, review and evaluation needs during programmes/project
planning.

plan together with annual Development Results Framework (DRF) and Operational
Efficiency and Effectiveness Results (OEEF) and any other planning
framework(s) the organization may adopt in the future; - Compile data sources, employing collection
and/or meta-analysis of monitoring data from the national data sources; - Develop monitoring and review guidelines,
formats and tools; - Analyze project reports and synthesize the
country office’s quarterly, six monthly and annual report; - Ensure timely delivery of all the reports
to the donors and other partners as needed.

- Work in consultation with the regional
office, maintain an information system for donor contract management,
including tracking donor contracts, UN Women’s contractual obligations,
other delivery requirements of the contract, grant tranches or installment
schedules, reporting schedule and reporting requirements; - Support the country office in timely
preparation of the narrative and financial reports for the donor funded
(cost-share funds) projects and in collaboration with the Deputy
Representative take direct responsibility of their finalization and
quality before submission; - In close collaboration with the programme
staff track the spending of the donor funds and where necessary prompt the
Head of the Office about seeking no-cost extension in timely manner; - Compile and submit timely internal
quarterly, six-monthly and annual reports (periodicity and frequency may
change) of the country programme office.
- In close collaboration with the Regional
Evaluation Specialist, support implementation of UN Women’s Evaluation
Strategy at country level; - Support planning, designing and
implementation of evaluations and reviews including management of the
evaluation/ review process (drafting of TOR, identification of consultants
etc.); - Follow up in country office to ensure that
management responses to evaluations are drafted and implemented; - Guide the country office in the
implementation of evaluation findings; - Conduct/organize joint team reviews of the
projects and programmes on a periodic basis (at least twice a year) to
assess the progress against the agreed results/objectives, efficiency,
effectiveness and needs for adaptation; - Support senior management in reviewing the
delivery rate of the country programme against the budget and in preparing
the spending plans; - Organize and manage logistics of reviews
and evaluations.

Experience:
- The candidate should possess a good
Master’s Degree in Gender Studies, Economics, Management, Social Sciences,
or related field; - Additional certification in statistics,
MIS management and Monitoring and Evaluation will be considered as an
asset. - At least seven years of professional
experience in the field of rights based monitoring and evaluation; - Prior experience in the management of
gender equality and women’s empowerment programmes or analytic work in
gender and development, gender analysis and/or human rights; - Good knowledge of rights-based approach
and result-based management. - Past exposure and experience related to UN
Women’s mandate and activities would be an added advantage; - Sound knowledge of international standards
on human rights, women’s rights and related instruments; - Proven ability to liaise with a myriad of
stakeholders and partners, including government, civil society,
international organizations and grassroots organizations;
