About RSCE:
The Regional Service Centre Steering Committee is the decision-making
body for RSCE, in compliance with General Assembly resolutions, United Nations
Secretariat rules and regulations, strategic guidance from United Nations
Headquarters and oversight bodies. The Steering Committee consults with the
Global Field Support Strategy Implementation Coordination Team, as required.
The Regional Service Centre, as approved by the Member States, is
owned, managed and staffed by the regional missions it serves. This framework
reinforces the existing missions’ chain of command structures and lines of
authority in a manner that does not create an additional layer between
Headquarters and the regional missions. It also ensures that staffing for RSCE
will be achieved through the redeployment of resources from the regional
missions it serves.
Key Duties and Responsibilities:
Within limits of delegated authority, the Human Resources Assistant FS-4
will carry out the following duties: (These duties are generic and may not be
performed by all Human Resources Assistants FS-4) 
1. Recruitment and Placement:
  • Actively participate in the selection of
    candidates; including conducting roster searches for applicants and
    identifying short-lists of candidates, evaluating and screening
    applications, generating personal history profiles of candidates,
    facilitating the interview process and acting as ex-officio.
  • Assist in the filling of vacant posts for
    all categories, including initiating and following-up on reference checks
    and academic qualifications, ensuring the completion of the
    pre-recruitment formalities, calculating salaries and related benefits,
    and preparing and dispatching offers of appointment and Statement of
    Emoluments.
  • Organize entry tests for locally-recruited
    staff.
  • Manage the maintenance of vacancy
    announcement files.
  • Maintain and update staffing tables and
    track status of recruitment cases.
  • Review and process personnel actions
    through IMIS
  • Coordinate with FPD and selected
    candidates on travel arrangements, visa matters and shipment of personal
    effects.
  • Formulate the agenda and ensure that all
    relevant documentation required for recruitment related meetings is
    provided.
  • Advise staff on visa matters.
2. Administration of Entitlements:
  • Prepare letters of appointment.
  • Review and process requests for
    entitlements and claims.
  • Assist in the review and processing of
    data pertaining to conditions of service.
  • Advise staff on conditions of service and
    entitlements.
  • Keep the attendance records of locally and
    internationally recruited staff members, UNPOL and UN Military Observers.
3. Staff Development and Career Support Training:
  • Assist in the organization and scheduling
    of career related training courses and workshops by contacting
    participants and providing information.
  • Offer logistics and administrative support
    to trainers.
    Maintaining an information database of all career related cases
    received in the field.
  • Review and process data pertaining to
    staff development and career support training.
  • Support the Field Career Development
    Officer where appropriate.
4. Classification:
  • Assist in reviewing and processing
    requests for classification by reviewing completeness of requests.
  • Offer professional advice and answer
    general queries on classification procedures and processes.
5. General:
  • Carry out exit briefings for separating
    staff and assist them in final arrangements.
  • Maintain HR related automated systems and
    applications including automated databases containing Human Resources
    related statistics and prepare periodic reports.
  • Research precedents and other background
    information required for the review of requests for exceptions to the
    Staff Rules.
  • Undertake research on a range of Human
    Resources related issues and assist in the preparation of notes/reports.
  • Offer general office support services;
    process, draft, edit, proofread and finalize for signature/approval a
    variety of correspondence and other communications; perform budget
    preparation, input, monitoring and implementation in information systems;
    set up and maintain files/records (electronic and paper); schedule
    appointments/meetings, monitor deadlines, etc.
  • Prepare written responses to queries
    concerning human resources related matters.
  • Initiate and maintain reference files and
    records, both in electronic and hardcopy format.
  • Schedule appointments and meetings
    including the monitoring of deadlines
  • Assist in the preparation of all the
    necessary documentation for distribution to various offices, and
    departments plus other DPKO/FPD missions and United Nations Headquarters
    by typing, revising, formatting and compiling documents.
  • Carry out a range of administrative duties
    (leave recording, request for office supplies and equipment, etc.).
  • Distribute routine work to junior support
    staff ensuring efficient and timely execution of the work.
  • Train and provide guidance to new and
    lower-level staff in the unit.
  • Perform other duties as required. 
Qualifications, Skills and
Experience: 
  • The ideal candidate for this UN RSCE job
    should have completed high school or hold an equivalent diploma. Technical
    or vocational certificate in human resources, business administration or
    personnel administration is a requirement. 
  • Six or more years of progressively
    responsible experience in human resources management, administration or
    other related fields is required. 
Language proficiency: 
English and French are the working languages of the UN Secretariat.  For the post advertised, fluency in oral and
written English is required.  Knowledge
of another UN official language is an advantage.
