About REA:
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification projects under several sources of funding (i.e. Government of Uganda, World Bank under Energy for Rural Transformation, (ERT) project, SIDA, JICA, NORAD, BADEA, SFD, etc.)
Job Summary: The Manager, Project Development and Management will be responsible for initiating procurement and supervising the projects under implementation, commissioning and monitor their performance under defects liability period. This will involve both technical and environmental & social safe guard compliance.
Key Duties and Responsibilities: 
  • Steer the Project Development and Management Department.
  • Actively review the rural electrification project designs and prepare detailed bills of quantities and equipment/materials for project packages for which funding has been sourced
  • Prepare bidding documents, initiate and coordinate procurement in line with procurement guidelines
  • Provide a role of technical oversight of the rural electrification projects during the implementation of projects, commissioning the projects, and monitor the defects liability period.
  • Monitor and evaluate the progress of rural electrification projects against set targets.
  • Monitor and evaluate the progress of the implementation of private sector projects, including renewable energy projects.
  • Ensure that environmental and social safeguards are complied with during the project design, implementation and post construction phase.
  • Prepare the annual budget and work plan for the department to be integrated into the REA annual work plan and Budget.
  • Prepare the  annual rural electrification report on the progress of project implementation.
  • Perform any other duties as may be assigned by the Deputy Executive Director.
Qualifications, Skills and Experience: 
  • The candidate should hold a good Bachelor’s Degree in electrical Engineering
  • A minimum of seven (7) years’ experience in the implementation of electricity projects and with at least 5 years demonstrated experience in the supervision of grid extension projects.
  • Corporate Membership of UIPE or an internationally recognized Engineering professional body.
  • Three or more years working experience in implementation of development partners (donor) funded projects
  • Good working knowledge of design, procurement and supervision of rural electrification projects will be added advantage.
  • Highly motivated and a committed team player.
  • Skills in environmental and social safeguard monitoring would be an added advantage.
