About REA:
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification projects under several sources of funding (i.e. Government of Uganda, World Bank under Energy for Rural Transformation, (ERT) project, SIDA, JICA, NORAD, BADEA, SFD, etc.)
Job Summary:The Manager, Service Territory Development and Operations will be responsible for the overall monitoring of the Service Territories management to ensure that they operate efficiently and the ultimate goal of connections is achieved.
Key Duties and Responsibilities: 
  • Ensure that the Service Providers are compliant with the provisions of the Lease Agreements and prudent utility practice
  • Manage the proper maintenance of the network facilities
  • Identify challenges and offer technical support to the Service Providers
  • Monitor the performance of the Revolving Fund for connections
  • Implement all the initiatives for connections and ensure that targeted connections are being achieved both on-grid and off-grid within the Service Territories
  • Actively coordinate and guide network expansion in the service territory
  • Represent REA in meetings convened by the Service Providers
  • Manage and provide technical backstopping to the Service Providers in areas of metering and network operations
  • Guarantee that the Service Providers maintain an up to date database that is integrated with the National Rural Electrification Database at REA
  • Plan and execute mobilization activities to enhance connections in Service Territories.
  • Set annual performance targets for the Service Providers.
  • Prepare annual report on the connections against the set targets and make projections for subsequent years in line with the Rural Electrification Strategy and Plan.
  • Steer the department and supervise staff of the Service Territory Development and Management Department
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a good Bachelor’s degree in Engineering. Possession of a Master’s degree or post-graduate qualification in an electrical/power related field or renewable energy from a recognized higher institution of learning would be an added advantage.
  • A minimum of seven or more years’ experience working in electricity planning, policy making, regulation or utility operation.
  • Significant experience in managing complex processes and a proven track record in designing and managing projects.
  • Excellent track record and background of professional and strategic leadership, highly motivated and a committed team player.
  • Excellent interpersonal and communication skills.
