to the development of just and equitable societies in which the law serves the
most vulnerable groups and individuals. ASF has permanent missions in Burundi,
Tunisia, the Democratic Republic of Congo, Uganda, and is implementing projects
in Morocco, Egypt, Nepal, Kenya, Rwanda, Tanzania and Chad.

incumbent will be guided by the ASF Head of Mission in Uganda and working in
collaboration with the Administrative, Financial and Logistic Coordinator, the
other staff of the mission and at the HQ with the International and
Transitional Justice Expert and the International Justice Programme
Coordinator, the Human Rights Defender Coordinator or any relevant HQ staff,
the Programme Coordinator will be responsible for the following tasks in
relation to the implementation in Uganda.
coordination of the ASF projects in Uganda:
- Organise and oversee the technical and
organisational aspects of the activities of the 2 main projects
(International Justice project, Business & human rights Project, Human
Rights Defenders project) and the supervision of other pending projects,
namely timely and effective project coordination and implementation; - Organise technical meetings concerning
the projects with other ASF staff; - Actively participate in budget
management, oversight and financial monitoring of the project; - Compile and prepare all project activity
reports; - Ensure that the activities are
effectively implemented in close collaboration with the other departments; - Develop thematic briefing papers for
publication on international justice and business and human rights issues
where applicable; - Develop strategic orientation of the
project in coordination with the International and Transitional Justice
Expert; - Keep abreast of international criminal
justice and business and human rights developments in the country/region
and make HOM and International Justice and Human Rights HQ team aware of
any pertinent issues for ASF intervention; - Perform all other tasks considered as
necessary for the best management of the ASF programme and the
implementation of its activities; - General supervision of projects staff
under his/her responsibility (project officer, legal officer, interns).
Communication:
- Contribute to the development and
implementation of a fundraising strategy; - Perform periodic field visits to assess
the quality of the implemented activities; - Build and maintain good relations with
the project partners and other interlocutors concerned with the problem of
international criminal justice and business and human rights, and ensure
that the principles of good partnership are upheld; - In accordance with ASF communication
rules, maintain regular communication with the Head of Mission and advise
her of the progress of the project, including on initiatives taken and
difficulties encountered; - Represent the organisation in external
meeting, conferences, trainings as requested by Head of Mission; - Develop, as required public information
and communication materials related to your theme of intervention.
Reporting:
- Ensure the development and monitoring of
activity plans and their proper implementation based on the outputs and
indicators identified in the projects document in coordination with the
field teams; - Develop, in collaboration with ASF Head
of Mission and HQ Monitoring and Evaluation technical expert, a monitoring
and evaluation system to allow the timely preparation of progress reports
and, if necessary, readjustments; - Monitor the financial aspects of the
fund implementation and ensure conformity with the allocated budget; - Prepare regular reports including
monthly reports to ASF Head of Mission; - Prepare additional reports as required
for donors or other external parties.
- Actively engage in advocacy in relation
to you key areas of intervention in accordance with an agreed upon
advocacy strategy; - Significantly contribute to developing
ASF’s strategy and new programs through identification of new fields of
intervention and proposal writing for matters falling within your area of
intervention, as required by the Head of Mission; - Engage in frequent coordination and
maintain frequent communication with the other coordinators and project
officers; - All of the above tasks will be supported
by mentoring and guidance of ASF Head of Mission in Uganda.
Administrative, financial and logistical tasks will be supported by the
ASF Administration, Finance and Logistics staff.
- The ideal candidate should hold an
advanced degree (Master’s Degree), preferably in public administration,
international studies, law or other relevant field; - A minimum of five to eight years of
progressively responsible professional work experience in project
coordination and implementation (i.e. planning, coordinating and
implementing multiple activities; monitoring and evaluation; coordination
with partners and other stakeholders, etc.) and budget management,
preferably with an NGO or similarly-situated institution and on issues
related to human rights; - Excellent drafting, research and analyze
skills; - Strong networking skills and ability to
engage in consultative and partnership processes; - Past exposure and experience of
fundraising and donor relations; - Flexibility to travel frequently within
the country; - Fluency in written and spoken English;
fluency in French is a major advantage; - Proficiency in computer skills,
including standard office productivity software (Word, Excel, Outlook,
PowerPoint etc.); - The Programme coordinator should have a
strong commitment to human rights issues, be self-motivated and takes
initiative; with an ability to work independently, multi-task and respect
strict deadlines. S/he will be highly professional, work well under
pressure and team-player; and - Extensive understanding and knowledge of
the International, Transitional Justice and Business and Human Rights
issues.
